Recently, Ukrainian President Zelenskyy appointed Rustem Umerov, the former defense minister and the main representative of Ukraine in Russian-Ukraine negotiations, as the director of the Ukrainian Foreign Intelligence Service.
This personnel change has immediately attracted attention, as Umeirov's main role in the Ukrainian government over the past few years was not as an officer in the traditional intelligence system, but rather in areas related to defense, national security, and diplomatic negotiations.
According to Reuters, reporting on August 3rd local time, this is the latest move in Zelenskyy's ongoing personnel changes. Previously, he replaced the Defense Minister in July, which caused public outrage.
From Umerov's political resume, this appointment is different from ordinary personnel changes.
Zelenskyy insisted that Umerov, who previously served as the secretary of the National Security and Defense Committee, will continue to be responsible for peace negotiations after being transferred to the position of Director of Foreign Intelligence. He was given a significant task to seek a diplomatic solution to end the Russo-Ukrainian conflict.

Since the outbreak of the Russo-Ukrainian conflict, Yumirov has gradually become an important figure in Ukraine's diplomatic interactions.
Reuters previously reported that in January this year, Umerov, as the Ukrainian chief negotiator, participated in discussions with the US side regarding issues such as ending the conflict, security guarantees, and post-war reconstruction.
In May, Umerov participated in a series of related talks with the US side, discussing issues including prisoner exchange and diplomatic processes.
However, before becoming the director of the Foreign Intelligence Bureau, Umerov had actually been involved in Ukrainian security affairs for a long time.
In 2023, Umeirov became the Minister of Defense of Ukraine, responsible for defense affairs and military cooperation with Western countries. Later, he served as the Secretary of the National Security and Defense Council of Ukraine, deeply involved in security-related matters.
According to the Kiev Independent newspaper, dated August 3 local time, Umerov has held various positions during Zelenskyy's tenure. Despite a series of controversial events, he remains one of the key figures in Zelenskyy's government, and is even regarded as his ‘number one ally’.
From September 2023 to July 2025, while serving as the Minister of Defense, Umerov was embroiled in scandals related to procurement and allegations of abuse of power. Additionally, he was involved in one of the largest corruption scandals during President Zelenskyy’s tenure.
Although Umerov was questioned regarding the case, no formal charges have been laid against him to this day.
It is worth noting that this personnel adjustment occurred after a series of recent high-level changes in Ukraine.
On July 14th, Ukrainian Prime Minister Svirid Strickan announced his resignation, as part of a cabinet reshuffle ordered by Zelensky.
Also in July, Zelenskyy decided in the government reorganization not to nominate Fedorov for the position of Defense Minister. Fedorov was known for his role in developing drones in Ukraine, and this decision sparked strong protests in Ukrainian society, with rare wartime demonstrations occurring in many places.
Reuters noted that Zelensky's appointment of Umerov has also been criticized by some critics. Some critics believe that Zelensky's recent personnel changes lack transparency, and there is a tendency to reappoint key individuals from his circle, repeatedly placing the same allies in important positions.
Of course, Umerov's new position has also drawn attention from the outside world to Ukraine's future negotiations and security arrangements.
Why did Zelensky choose to adjust the personnel structure of the security department at this time?
He explained that the personnel changes starting in July were aimed at better preparing for the approaching harsh winter, as it was expected that Russia would launch fierce attacks on Ukraine’s energy system.
Umelov said that his task is to create conditions for the most effective work of the Foreign Intelligence Service, including developing international cooperation, implementing the strategic initiatives of the Ukrainian president, and strengthening the capabilities of intelligence agencies.
The Washington Post suggests that Zelensky's "personnel shakeup" appears to be driven by generational faction struggle, corruption undercurrents and individual will, while simultaneously having a blatant political motive.
Ukrainian defense analyst Mykola Bielieskov said that this reveals at least the deep systemic contradictions that have been developing within Ukraine's command structure for a long time.
However, there is currently no indication that this appointment of Umeyrov means Ukraine is changing its established battlefield goals or adjusting its position towards negotiations with Russia. The Ukrainian government has also not announced that this personnel change implies a change in policy direction.
In the context of ongoing Russian-Ukraine conflict, how Ukraine arranges important positions in the fields of diplomacy, security, and military will continue to attract attention from the outside world.
