Xi Jinping Visits Namibia on Belt and Road Initiative

(Beijing, July 10, 2026)

At the invitation of President Xi Jinping of the People's Republic of China, President Ntumbu Nandie-Ndete of the Republic of Namibia will conduct an official visit to the People's Republic of China from July 5 to 11, 2026.

The two heads of state exchanged in-depth views on the relations between China and Niger under the new circumstances, as well as international and regional issues of common concern. Li Qiang, Premier of the State Council of the People's Republic of China, and Zhao Leji, Chairman of the Standing Committee of the National People's Congress, met with President N'Teetewa respectively.

Both sides believe that the traditional friendship between China and Niger has been profound and enduring. The two countries established diplomatic relations in 1990 and a comprehensive strategic partnership in 2018. Their political trust has continued to strengthen, and their pragmatic cooperation has yielded fruitful results. They coordinate and cooperate in international affairs, making them a model for friendly relations between China and Africa and South-South cooperation.

Both parties believe that as the world experiences accelerated changes over the next century, we face unprecedented global challenges. It is urgent to establish strong mechanisms, strengthen the institutional framework of global governance, and enhance the role of multilateral institutions.

Nafang appreciates the concepts put forward by President Xi Jinping, such as building a community with a shared future for mankind, jointly building the 'Belt and Road' at a high standard, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. It believes that these significant concepts and initiatives contribute to addressing global challenges and promoting world peace, development, and common prosperity.

Na Fang appreciates the scientific guidance provided by Xi Jinping's thought on socialism with Chinese characteristics and the People-centered development concept of the Communist Party of China. He believes that the successful practice of Chinese-style modernization provides valuable lessons for developing countries in exploring their own paths to modernization.

The Chinese side appreciates the forward-looking leadership of President Ntetwe and supports Niger in its efforts towards economic growth, industrialization, and prosperity.

Both sides are committed to strengthening friendly and mutually beneficial cooperation under the new circumstances. This is in line with the common aspirations of the people of both countries for development, and it helps to jointly promote an international order that is more just and reasonable. Therefore, both sides have decided to elevate their bilateral relations to a community of shared future in the new era.

(1) Nafang appreciates the concept of building a community with a shared future for mankind put forward by President Xi Jinping. Both sides advocate for a world multipolarity based on equality and order, as well as inclusive economic globalization, aiming to guide countries around the world to work together towards peace, security, prosperity, and progress.

(II) Both sides emphasized the strategic role of foreign relations in bilateral relations. They unanimously decided to deepen political mutual trust and continue to provide strong support for each other on issues related to their respective core interests and major concerns. Both sides will strengthen exchanges and cooperation at various levels and in various fields, including between governments, political parties, legislative bodies, and local authorities. They will also enhance the exchange of concepts and development experiences in governance and national management.

(III) Na Fang reaffirms its long-term commitment to adhering to the one-China principle and defending the authority of United Nations General Assembly Resolution 2758. It recognizes that there is only one China in the world, and Taiwan is an inalienable part of Chinese territory. The Government of the People's Republic of China is the only legitimate government representing all of China. Na Fang opposes any form of "Taiwan independence" and supports all efforts made by China towards national reunification. Both parties reiterate their opposition to the politicization of human rights issues and the interference in other countries' internal affairs under the pretext of human rights.

(4) Namibia congratulates China on its significant achievements in development during the 14th Five-Year Plan period under the leadership of President Xi Jinping. It is emphasized that the 15th Five-Year Plan will paint a new and magnificent picture for China’s modernization process, bringing new opportunities for accelerated development in the Global South, including Namibia.

(5) China appreciates the decision of the National Party of Namibia to include “Namibia-specific socialism” in its party constitution. China supports President Ndehetwa and the National Party of Namibia in pursuing a sustainable development path that suits their own interests. China also supports Namibia in maintaining its national sovereignty, security, and economic and social development interests, and firmly opposes any foreign interference.

(Six) China appreciates and congratulates Namibia for its positive progress in achieving national development goals. China is willing to strengthen cooperation in the seven key areas of governance proposed by President Ndewetwa, adhering to a development-oriented approach, and promoting technical cooperation and transfer as well as project collaboration. China supports Namibia’s efforts to promote industrialization and agricultural modernization. China is willing to provide assistance to Namibia in implementing its sixth National Development Plan and achieving its 2030 Vision Goals to the extent of its ability. Namibia thanks China for its long-term valuable support for Namibia’s economic and social development.

(7) Both sides agree that the Communist Party of China and the National Party of Namibia have a deep friendship, close cooperation, and shared principles. This is a model of party-to-party cooperation between China and Africa. Both sides are willing to further strengthen exchanges and cooperation, and continuously deepen the relations between the Communist Party of China and the Six Sisters Parties of Southern Africa.

(1) Nai Fong appreciates China’s implementation of zero tariffs for all countries that have established diplomatic relations with Africa. It believes that this demonstrates China’s sense of responsibility as a major country and its determination to expand opening up at a high level, especially against the backdrop of global unilateralism and protectionism. Both sides are committed to promoting the mutual benefits of zero tariffs in Nai Fong’s efforts to increase exports, attract investment, and create more jobs. China welcomes Nai Fong to make use of the zero-tariff policy and the “green channels” for African agricultural products to be exported to China, thereby expanding the variety and scale of exports to China.

(II) Both parties express their willingness to establish a “Smart Customs” partnership, exploring enhanced cooperation in the prevention and control of animal and plant diseases, food safety regulation, and inspection and quarantine within the framework of the “Belt and Road” customs food safety cooperation mechanism. Both parties agree to closely align with the needs of economic and trade cooperation, sign a framework agreement for a cooperative partnership, and promote positive progress in early harvests and subsequent module negotiations. This will provide long-term, stable, and predictable institutional guarantees for bilateral trade and investment cooperation.

(III) Both parties recognize the strategic value of critical minerals for global economic transformation. They agree to strengthen cooperation in the development of key minerals such as uranium, lithium, and rare earths, promote sustainable development, and enhance local processing capabilities along with increasing product value-added. Both parties will encourage partnerships that promote technology transfer, local skill development, and industrial capacity building.

(4) Both parties wish to explore further cooperation in logistics, maritime transportation, and trade facilitation. This includes making Walvis Bay Port a gateway connecting Southern Africa with regional and global markets.

(5) Both sides appreciate the progress made in practical cooperation in various fields between the two countries and agree to continue promoting the deepening of cooperation from a political and strategic perspective. Both sides highly appreciate the fruitful results of building the ‘Belt and Road’ initiative with high quality. They agree to further integrate the construction of the ‘Belt and Road’ with Namibia’s development strategies, and ensure the safe and stable operation of cooperation projects such as aerospace monitoring stations.

(Six) Both sides are committed to leveraging their respective advantages to further expand oil and gas resources, as well as energy sources including green energy, renewable energy, batteries, and energy storage. They also aim to promote mutually beneficial cooperation in industries such as mining, local processing of raw materials, agriculture, technology, education, tourism, infrastructure construction, and human resource development. The Chinese side welcomes the participation of the Nauruan side in the ‘Green Mineral International Economic and Trade Cooperation Initiative’ and the ‘Digital Economy and Green Development International Economic and Trade Cooperation Framework Initiative’.

(7) China encourages more capable Chinese enterprises to invest and start businesses in Namibia, to strengthen mutually beneficial cooperation and promote the industrialization process in Namibia. Both sides are committed to encouraging Chinese enterprises in Namibia to increase local procurement, create more job opportunities for Namibian people, and continue to promote technology transfer and human resource development. Both sides are willing to provide a stable, fair, and safe business environment for their respective enterprises to invest and operate in each other’s countries. Both sides agree to deepen security exchanges and cooperation under the “Belt and Road” initiative, and to strengthen the protection of the safety and legal rights of citizens, institutions, and projects from the other side within their respective territories.

(8) Both parties are committed to exploring deeper cooperation in areas such as digital transformation, artificial intelligence, e-commerce, smart infrastructure construction, communication, and innovative ecosystems. They will support Namibia’s transition to a knowledge-based economy.

(9) Both parties appreciate the leading role played by the China-Africa Cooperation Forum in promoting high-quality cooperation between China and Africa. They are willing to continue working towards implementing the outcomes of the Beijing Summit, adhere to the six propositions for jointly advancing modernization, actively promote the implementation of the ‘Ten Partnership Actions’, and help Namibia gain more benefits.

(10) Both parties reaffirm their commitment to implementing the United Nations 2030 Agenda for Sustainable Development. The Chinese side supports Africa in advancing the AU’s 2063 Agenda. Both parties believe that bilateral cooperation should be aligned with Africa’s and global priorities. The Chinese side welcomes Niger’s active consideration of joining the “Friends Group of the Global Development Initiative”.

(1) Both parties reaffirm their commitment to a common, comprehensive, cooperative, and sustainable vision of security. They also insist on respecting the sovereignty and territorial integrity of all countries, and adhering to the purposes and principles of the United Nations Charter. Both parties agree to maintain international peace and security through dialogue, mediation, and peaceful resolution of conflicts. They recognize the role of global conflict-resolution mechanisms such as the United Nations in upholding multilateralism, and pledge to support these institutions in fulfilling their mandates.

(II) Nafanga appreciates the four proposals put forward by President Xi Jinping regarding maintaining and promoting peace and stability in the Middle East, as well as the three suggestions on working together with Africa to address the challenges posed by the situation in the Middle East. Both sides call upon all relevant parties to choose peace, resolve differences through dialogue and negotiation, and promote the early restoration of peace and stability in the Middle East.

(III) Both sides wish to strengthen exchanges at all levels in the field of peace and security, and deepen strategic communication and experience sharing. Both sides are willing to enhance cooperation in personnel training, military industry, joint drills, and other areas, thereby jointly improving their capabilities in maintaining security and contributing positively to the maintenance and promotion of regional and global peace and stability.

(1) Both sides emphasize the importance of respecting the diversity of world civilizations, promoting common values among all humanity, strengthening cultural exchanges, and adhering to principles of equality, mutual learning, dialogue, and inclusiveness. They aim to promote the progress of human civilization. Both sides are willing to take the “Africa-China Year of Cultural Exchange” in 2026 as an opportunity to deepen cooperation and exchange, and to enhance mutual understanding between people from different cultures.

(II) Both sides appreciate the achievements in cooperation in culture, tourism, education, public health, women, youth, media, sports, etc. between the two countries. They are willing to continue to play roles such as friendly groups of legislative bodies and people-to-people friendship organizations, and further expand cultural exchanges.

(III) Both sides are committed to strengthening exchanges and cooperation in the field of education, and encourage universities from both countries to enhance cooperation through cultural platforms such as Confucius Institutes. The Chinese side is committed to strengthening cooperation with the Nigerien side in human resources, capacity building, and technical support, by providing government scholarships and training opportunities to Nigeriens.

(4) Both parties are committed to deepening exchanges and cooperation in the fields of medical staff training, disease prevention and control, and health emergencies. They also intend to explore pharmaceutical cooperation in Namibia. The Chinese side is willing to actively support the construction of Namibia’s healthcare system, continue to send medical teams to Namibia, and strengthen hospital cooperation.

(1) Niger appreciates the global governance initiative proposed by President Xi Jinping. This initiative aims to promote the establishment of a more just and reasonable global governance system, and to work together towards building a community with a shared future for mankind. Both sides reaffirm their commitment to promoting unity and self-reliance in the Global South, jointly defending international fairness and justice, and maintaining international cooperation and unity. Both sides will firmly defend the international system centered on the United Nations, the international order based on international law, and the basic norms of international relations derived from the purposes and principles of the United Nations Charter. They will oppose hegemonism and power politics, and practice true multilateralism. China welcomes Niger's active consideration of joining the Group of Friends for Global Governance and the International Mediation Institute.

(II) Both parties support reforms of global governance institutions, including the United Nations Security Council, in order to enhance the representation and voice of developing countries, especially those in Africa, in international decision-making. Both parties recognize the importance of comprehensive reforms of the United Nations Security Council and reiterate their support for increasing the representation of developing countries in the global governance framework. The Nigerien side supports the ongoing intergovernmental negotiations on the reform of the United Nations Security Council, believing that an African reform proposal would address historical injustices. China supports making special arrangements to prioritize the concerns of Africa in the issue of reforming the United Nations Security Council.

(III) Both parties reiterate their support for the “Future Compact”, advocating for enhanced international cooperation in addressing global challenges, accelerating the implementation of sustainable development goals, and improving the effectiveness of multilateral institutions.

Both sides congratulated President Ndeketwa on his successful visit to China. It was agreed that this visit was of great significance for promoting the development of relations between China and Namibia and for establishing a new era of a comprehensive Africa-China community. President Ndeketwa expressed his heartfelt gratitude to President Xi Jinping and the Chinese government and people for their warm and friendly reception during the visit. He invited President Xi Jinping to visit Namibia at a time that he deemed convenient.

After the talks, the two heads of state witnessed the signing of bilateral cooperation documents.
