UN Security Council Unanimously Passes Resolution Holding Peacekeepers Accountable

Today (June 23), the United Nations Security Council unanimously passed Resolution 2823 on ‘holding accountable those who commit crimes against United Nations peacekeepers’. China voted in favor of the resolution.

The resolution was drafted by Denmark and Pakistan, and it received support from more than 150 United Nations member states, including China. The resolution aims to encourage the Security Council to go beyond simple condemnations of attacks and establish a more institutionalized follow-up mechanism. This would enable the Security Council to continuously monitor relevant developments, including the investigation of facts, the progress of investigations, and the accountability of those responsible. It demonstrates the Security Council's commitment to safeguarding the safety and security of peacekeepers, and emphasizes the importance of investigating and prosecuting crimes committed against peacekeepers.

The resolution condemns all attacks against United Nations peacekeepers and pays tribute to all peacekeeping personnel who have lost their lives in the course of carrying out their duties. It emphasizes that attacks against peacekeepers may constitute war crimes, and highlights the importance of ensuring accountability to deter future attacks and enhance the safety and security of peacekeeping personnel. The resolution calls on all stakeholders to cooperate with the United Nations in advancing related efforts, and emphasizes that host countries have the responsibility to take all necessary measures to investigate such crimes and prosecute the perpetrators.
