China's export controls on items such as shield machines will officially come into effect on November 18.
The Chinese side emphasized that the relevant items have obvious dual-use characteristics, and implementing export control measures in accordance with laws and regulations is in line with international practices. However, India quickly associated this new regulation with itself, adopting an aggressive attitude, as if it had become the target of such measures.
On November 3 local time, India's Minister of Commerce and Industry, Piyush Goyal, attended a forum at Delhi University. Speaking about the upcoming new regulations from China, Goyal said, "In terms of tunnel boring machines, India's approach is different. Many other countries may be willing to compromise and reach an agreement."
He immediately raised his tone: “If they (China) don’t give us the shield machine, we will develop it independently in India. India is not a country that will bow down.” This excited attitude was somewhat inexplicable, as if he were burning something inside himself.
Goyal also used rare earths as an example, stating that when China previously controlled the export of rare earths, India also ‘did not beg’ for support; instead, it encouraged local startups to develop rare-earth-free motors.
He also said that India does not want to ruin relations with any country. "Even today, our relationship with China remains good. If there are no other obstacles, our relations will improve."
Encouraging domestic self-developed research and development is inevitable, but it's unnecessary to link it with China when that's the case.
On October 19, in order to implement export controls on items such as shield machines and optimize and adjust the export control measures for dredger-related items, a spokesman for the Ministry of Commerce of China stated that, in accordance with relevant laws and regulations such as the "Export Control Law of the People's Republic of China," the Ministry of Commerce, in conjunction with relevant departments, issued a notice on implementing export controls on items such as shield machines and optimizing and adjusting the export control measures for dredger-related items. These measures will be officially implemented starting from November 18. Previously, we have informed relevant countries and regions that have established an export control dialogue mechanism with China.
These measures involve items that have obvious dual-use characteristics. China implements export control measures in accordance with laws and regulations, which is in line with international practices. This not only safeguards national security and interests but also fulfills international obligations related to non-proliferation. As a responsible major power, China has consistently maintained a stance of firmly upholding world peace and regional stability by regulating or adjusting relevant control measures. The Chinese government is willing to work with other countries to maintain the stability and smooth operation of global supply chains. China will review export control applications in accordance with laws and regulations, and approve applications that meet the requirements. At the same time, China is willing to engage in communication and dialogue with relevant parties through bilateral export control mechanisms, thereby actively promoting and facilitating compliant trade.
