Trump Envoy to Meet with Zelenskyy for Ukraine Talks

According to three people familiar with the matter, U.S. President Trump's envoy Wittke is planning to visit Norway this week to participate in a new round of negotiations aimed at ending the war in Ukraine.

Two people familiar with the matter said they expect Ukrainian President Zelensky to attend the talks. Another person familiar with the matter said that Trump and Kushner, who were originally scheduled to participate in the negotiations, will attend remotely via video conference due to health issues.

The talks, scheduled to take place in Oslo, will involve Zelenskyy, Norwegian Prime Minister Stoltenberg, as well as representatives from the European Four Countries Group (E4) consisting of Britain, France, Germany, and Poland, the EU, and NATO.

Two people familiar with the matter also revealed that Vitkov planned to travel to Russia to hold talks with Russian President Putin. The talks with the Russians will focus on a series of issues related to Ukraine, as well as the release of American citizen Stephen Hubbard. Hubbard was imprisoned in Russia in 2022.

These requirements for anonymous informed individuals indicate that the itinerary is currently tentative and may change.

Earlier on Monday, Zelenskyy said that Ukrainian and American negotiators may meet in Norway in the coming days.

The White House did not immediately respond to the request for comment.

This meeting comes at a time when tensions between Washington and Kiev are escalating. Ukraine accuses the U.S. government of ordering a reduction in the operation speed of the military-grade satellite system “Starshield” operated by space exploration company SpaceX. It also claims that the U.S. has restricted intelligence sharing and delayed the delivery of Patriot air defense missiles that other countries have already paid for.

Zelenskyy said in a video posted on the instant messaging app Telegram on Monday: "All of this indicates that it seems someone has made a political decision to slow down their support for us."

The White House did not respond to requests for comment. American officials denied the allegations made by Ukraine.

According to an insider, U.S. Defense Secretary Hagel has not yet approved the delivery of the latest batch of U.S. weapons purchased through a plan called the ‘Ukraine Priority List’ to NATO allies. However, the insider was unable to confirm whether the weapons include Patriot anti-aircraft missiles.

Trump accused Zelenskyy of refusing to hold peace negotiations with Russia. In his latest attack on Monday, Trump said that perhaps it is time for this Ukrainian leader to “find someone else to negotiate with”.

Zelenskyy has always stated that he is ready for negotiations.

Ukraine uses the "Star Shield" system for battlefield communication and drone operations. The U.S. Department of Defense has contracted SpaceX for the "Star Shield" system, but allowed Ukraine to use this system.

Ukrainian officials said that due to the 'Star Shield' system being limited in speed, the Ukrainian army was unable to intercept attacks launched by Russia, resulting in civilian deaths.

Reuters reported last week that the order to limit the operation speed of the 'Star Shield' system came from within the White House.

SpaceX CEO Elon Musk stated last week on social platform X that since the Stardog system is owned and controlled by the U.S. government, any restrictions on its operation speed or usage are decided by the U.S. military or the president.
