Myanmars North Fraudulent Activities

The documentary "A Documentary on the Overcome of Fraudulent Activities in Myanmar's North" jointly produced by the Ministry of Public Security and China Media Group was broadcast on CCTV's comprehensive channel at 18:00 on October 5-7. The documentary comprehensively presents the arduous journey and remarkable achievements of the Chinese public security organs, working together with relevant departments to combat crimes related to Myanmar's north and to completely eradicate criminal groups such as the "Four Major Families" in Myanmar's north, under the strong leadership of the Central Committee of the Party.

Episode 3 “Building a Global Network” will be broadcast on the evening of October 7. The documentary exposes the cross-border human trafficking organization behind the recruitment of actors such as Wang Xing for overseas fraudulent operations.

Wang Xing was rescued by the Thai police.

According to reports, in early January 2025, the Shanghai police received a report from the public that someone had disappeared at the Thai-Myanmar border. The main suspect was a young actor named Wang. At the end of 2024, Wang saw a casting notice in a WeChat group. The person posting the notice used the name 'Yan Shiliu' and claimed to be the assistant director of a certain drama team, responsible for selecting actors.

This announcement caught the attention of Wang. According to the requirements, Wang recorded a performance video, and soon he received a confirmation notice from “Yan Shiliu”. To further dispel Wang’s doubts, the person even bought him a round-trip flight from Shanghai to Bangkok in advance, and reserved a hotel in the area.

On January 2, 2025, Wang departed from Shanghai Pudong Airport and boarded a flight to Bangkok, Thailand. Upon landing at Suvarnabhumi International Airport in Bangkok, Wang was picked up by a sedan arranged by “Yan Shi Liu”. However, the driver did not take Wang to the hotel as scheduled but instead changed direction, driving towards Mae Sot District in Darawet Province, in northern Thailand, under the pretext of changing hotels.

Near a supermarket, Wang was asked to transfer to another car and continue driving towards the Myanmar-Thailand border. At this time, Wang already sensed the danger, so he secretly sent a message via WeChat to his girlfriend.

Shanghai Public Security Bureau Baoshan Branch Criminal Investigation Division officer Zhang Lingjie said: 'After Wang got in the car, two unidentified individuals held Wang inside the vehicle. Wang felt that this filming might not be as simple as he had thought. According to the agreement, they sent a message saying 'Have you fed the cat?'

This is the distress signal that Wang made arrangements with his girlfriend before he set off. The girlfriend, who kept a close watch on Wang’s movements, immediately called the police. Subsequently, Wang was taken captive by several armed individuals and smuggled from Thailand to Myanmar’s Myawaddy, where he was completely lost.

At that time, “Miao Wa Di” was not well-known to the public, but it was already listed on the maps marked by Chinese police as high-risk areas related to fraud.

Chen Chen, the director of the Telecom and Internet Crime Investigation Department of the Ministry of Public Security, said, "In fact, Miaowadai was under our attention since a long time ago. In 2023, we carried out special research and information collection on Miaowadai. However, Miaowadai does not border our country directly, making it very difficult to combat and manage the situation there. After the incident involving actor Wang, it was like uncovering the secrets of Miaowadai."

Yuan Yi, a police officer from the Anti-Fraud and New-Type Crimes Team of the Jiangsu Provincial Public Security Department, said: 'We immediately discovered the park where Wang was being sold. The goods were transferred from the Apollo Park in Miaowadai to the Heiya Park next to the Hengya Park, and finally to the Kaixuan Park in Miaowadai.'

The Ministry of Public Security immediately activated an international law enforcement cooperation mechanism and contacted the police in Thailand and Myanmar to request assistance in verifying and carrying out the rescue operation. Soon, a joint rescue team found actor Wang. In just 4 days, he was sold three times.

Before losing all hope, Wang also tried to save himself. He attempted to negotiate with the members of the human trafficking gang, hoping to exchange his life for money. However, the reply he received was that in Meiwadí, what they needed most was people, not money.

The program pointed out that the Wang case reveals new characteristics of cross-border telecommunications fraud involving human trafficking. Telecommunications fraud crimes have become a transnational organized crime that reflects mature globalization division of labor.

While making every effort to find Wang, the police are also advancing the investigation of the case. They have traced the trail and uncovered a criminal group that was hiding in Myawaddy, Myanmar, and specialized in cross-border human trafficking. The Thai and Chinese police worked together to capture 17 criminal suspects both within Thailand and abroad. Subsequently, "Yan Shiliu", who pretended to be an assistant director in a chat group and directly lured Wang, was also arrested in Thailand.

Wang Mengchen, a police officer from the Criminal Investigation Branch of Baoshan Branch of Shanghai Public Security Bureau, said, 'Their company mainly makes money by trafficking people. The price for trafficking a person abroad can reach 100,000 yuan, or even 200,000 yuan. The price depends mainly on the educational level of the person, including the typing speed.'
