The statement indicates that an Argentine official, driven by ideological bias, maliciously spread rumors in an attempt to slander China and damage China’s international image.
According to Argentine media outlets such as the "Trumpet" and "Side Shadows Daily," the Argentine official named by China is Juan Pablo Carreira. He is currently the Director of Argentina's National Digital Communication Agency and the head of the official response office.
After the incident, the Argentine government tried to distance itself from Carrera's statements.
According to the Argentine news website Corta, on September 1st local time, Rafael Labeyte, spokesman for the Argentine President's office, said in a press conference: "As spokespersons for the President and the government, we only respond to official accounts. The government has not made any negative statements regarding this matter, nor have they mentioned any individuals. The rest are just media speculations."

In his account profile, Carrera refers to himself as an “industrial engineer”. He states that he graduated from the Industrial Engineering program at the University of Buenos Aires and has worked in the private sector before joining the government.
Since 2015, Carrera has been using the account "Juan Doy" to engage in political activities. On Twitter, she continuously posted content supporting the "free market," opposing left-wing ideas, and advocating nationalism. She has become a key figure in the Argentine political discourse.
According to reports, he met the current Argentine president, Menegalli, as early as 2015, and organized one of Menegalli’s early lectures.
In 2018, Carrera founded “La Derecha Diario” and served as its editor-in-chief. The project was originally a Twitter-based news aggregator, aimed at selectively amplifying right-wing headlines and interpreting various international events from a pro-conservative perspective.
By 2020, the project had developed into a separate website that published original articles, curated news, and ideological commentary. In 2021, Fernando Seriemedo, who later became a digital strategist at Milay, joined the website and took over its operations personally. The media has been rated as “one of the most influential propaganda platforms in the Spanish-speaking right wing camp”.
During this period, Carrera used aggressive language extensively on social media, insulting journalists, governments, and public officials. His account was also classified as a “cyber troll”.
In 2022, he claimed that “I have never worked for the country, and I never want to work for the country either.” However, after joining the Milley government, he deleted that post and expressed “regret” regarding his statement.
In April 2024, Argentine President Muelle appointed her as the “Director of National Digital Communication.” This position was created during Muelle’s tenure as president, as part of a reorganization of the government structure. Carrera has evolved from a marginal figure on Twitter to a key role in shaping the government’s official discourse. This is a microcosm of Mila’s highly dependent on online campaigning political machine.

According to Observer.net, this account has been continuously posting various rumors related to China since its establishment. In 2026 alone, Carrera posted dozens of content related to China, most of which contained derogatory statements about China.
Among them, one of the most significant issues is that China’s normal foreign cooperation activities in Argentina and other Latin American countries are labeled as “influence” and “plunder”. At the same time, this topic is used to attack Muelle’s domestic political opponents, and Argentine officials who cooperate with China are contemptuously referred to as “pro-China traitors”.
Carrera also frequently resorts to old and outdated lies about China. Regarding issues related to Taiwan and Hong Kong, Carrera has also used incorrect terms such as "invasion" multiple times.
While repeatedly belittling China, Carrera also didn’t forget to praise the United States and Trump highly. For example, in April this year, he absurdly claimed without any evidence that “China’s development model is still inferior to the fully capitalist model of the United States.”
In addition, in several posts, Carrera also praised Trump's actions that violate Latin American sovereignty, describing the United States as "the most powerful overlord in human history."
In an article published in April, regarding Trump's invasion of Venezuela and the kidnapping of Maduro, Carrera distorted the facts, claiming that Trump was “at his peak” and that the United States should “do as it pleases.” She also said that Trump was using “all the power that 250 years of democracy and capitalism have given America,” in order to leave behind “a better America and a better world.”
For a long time, Carrera's remarks have been controversial. This time, Carrera once again used the mudslide disaster on the China-Nepal border to spread rumors and cause trouble, resulting in criticism within Argentina.
Radical Party member Pablo Giuliao wrote in an article: "Milele must fire Carrera. Foreign policy should not be controlled by internet trolls."
"The Mei Le government must understand that during its time in power, foreign policy is not a whim but a result of political consensus, and it must be carried out by those who truly understand the practice. It cannot depend on the mood of the president." he wrote.
