China-Egypt Relations: Strategic Partnership Summit Coincides with 70th Anniversary of Diplomatic Ties

At the invitation of His Excellency President Abdel Fattah Sisi of the Arab Republic of Egypt, His Excellency President Xi Jinping of the People's Republic of China will undertake an official state visit to the Arab Republic of Egypt from September 1st to 2nd, 2026. This visit coincides with the 70th anniversary of the establishment of diplomatic relations between the two countries. Egypt was the first Arab and African country to recognize the People's Republic of China, establishing diplomatic relations with China in 1956. Over the past 70 years, the friendly cooperation between the two countries has developed significantly, maintaining a healthy and stable relationship. The characteristics of Sino-Egyptian friendship are characterized by "equality and mutual trust, friendly exchanges, harmonious cooperation, and win-win outcomes." Sino-Egyptian relations have become a model for the development of friendly cooperation between China and Arab and African countries.

The two heads of state held formal talks regarding bilateral relations, reviewed the significant progress and qualitative leaps made since the establishment of the comprehensive strategic partnership between the two countries in 2014, and exchanged views on international and regional issues of common concern, reaching broad consensus.

1. Regarding bilateral relations

(1) The heads of state of both countries agree to deepen their comprehensive strategic partnership in the following areas: 1. Continue high-level exchanges, make good use of various communication mechanisms such as strategic dialogues between foreign ministers, and further strengthen strategic cooperation; 2. Consolidate mutually beneficial cooperation in various fields between the two countries; 3. Strengthen coordination on issues related to global governance, and defend the interests of developing countries and the global South.

(II) Both sides expect to work towards building a community with a shared future between China and Egypt on the basis of the development of relations in recent years. The Chinese side appreciates Egypt’s adherence to the principle of strategic balance, believing that this principle supports international multilateralism.

(III) Both parties reaffirm their strong mutual support on issues that involve each other’s core interests and major concerns. The Chinese side emphasizes the importance of the Nile River as a vital waterline for Egypt, as well as Egypt’s legitimate rights to maintain its water security, food security, and development interests. Both parties call upon all countries along the Nile River to abide by international law, including avoiding any actions that could cause harm. Egypt emphasizes its opposition to interference in China’s internal affairs and continues to firmly adhere to the one-China principle. Taiwan is an inalienable part of the territory of the People’s Republic of China. Egypt supports China’s stance on issues related to its sovereignty and territorial integrity, and it supports the realization of Chinese unity.

(4) The Egyptian side appreciates the historic development achievements made under the leadership of President Xi Jinping, and supports China's comprehensive efforts to build a strong nation and achieve national rejuvenation. The Chinese side also recognizes Egypt's achievements in national construction and development within the framework of the "New Republic" under President Morsi.

(5) The heads of state commend the successful cooperation between the two countries in large-scale projects in infrastructure, transportation, energy, manufacturing, aerospace, and technology. They also emphasize the continuous implementation of the Cooperation Plan between the Government of the People’s Republic of China and the Government of the Arab Republic of Egypt to jointly promote the ‘Belt and Road’ initiative. Both sides support the establishment of the China-Egypt Suez Economic and Trade Cooperation Zone, as well as the cooperation between enterprises from both countries in projects related to renewable energy, artificial intelligence, digital transformation, and local manufacturing.

(Six) Both parties agree to further integrate the Belt and Road Initiative with Egypt’s 2030 Vision. They aim to help Egypt become a regional hub for industry, logistics, clean energy, and digital economy that connects Asia, Africa, and Europe. The two countries will strengthen their partnership, encourage Chinese companies to take advantage of Egypt’s competitive advantages, and actively explore local cooperation in renewable energy sectors such as electric vehicles, shipbuilding, solar energy, wind energy, and desalination. They also intend to expand cooperation in high-tech fields such as cloud computing, data centers, digital economy, semiconductors, cybersecurity, aerospace applications, and remote sensing, as well as in key mineral supply chains, agriculture, and automotive manufacturing. In these areas, both parties will enhance human resource capacity building and exchange technical expertise. This initiative also supports Egypt’s digital transformation and sustainable development.

(7) The heads of state commend the existing financial cooperation between the two countries, including the issuance of panda bonds and the expansion of local currency swap arrangements. They encourage financial institutions in both countries to support industrial and development investments, as well as infrastructure and green digital transformation projects. The heads of state welcome the renewal of the local currency swap agreement and the expansion of the swap scale.

(8) Both sides agree to strengthen and expand tourism cooperation between the two countries. The Chinese side welcomes more Chinese tourists visiting Egypt for sightseeing and tourism. They support cooperation in hotel construction and management of tourist resorts, as well as strengthening cooperation in areas such as journalism, culture, higher education, scientific research, and youth exchanges.

(9) The heads of state commended the implementation of the “Implementation Framework for the Comprehensive Strategic Partnership between the People’s Republic of China and the Arab Republic of Egypt (2024–2028)”, and agreed to strengthen the use of local currencies in trade and investment. They encouraged the use of both countries’ local currencies for trade and investment settlements. The Egyptian side appreciated China’s initiatives regarding non-zero tariffs. The heads of state supported a more balanced trade between the two countries and encouraged the entry of more Egyptian products that meet Chinese standards into the Chinese market. Both sides agreed to continue negotiations on early harvest arrangements.

(10) The heads of state instructed the relevant departments of both countries to strengthen cooperation and implement the consensus between the two sides, including holding a meeting of the China-Egypt Intergovernmental Cooperation Committee as soon as possible.

(11) On the occasion of the 70th anniversary of the establishment of diplomatic relations between China and Egypt, the heads of state of both countries appreciate the deep traditional friendship between the two ancient civilizations. They welcome the opportunity to hold a series of joint celebrations in conjunction with the ‘China-Egypt Cultural Exchange Year’ in 2026.

(12) Both parties agree to further strengthen cooperation in the field of law enforcement and security, jointly combat transnational crime, accelerate the negotiation of extradition treaties, enhance exchanges and cooperation in the area of counter-terrorism, and firmly support each other’s efforts against terrorism. Both parties resolutely oppose all forms of terrorism, reject linking terrorism with any specific country, nation, or religion, oppose applying double standards in matters related to counter-terrorism, and reject providing asylum or support to terrorist forces under any pretext. Both parties emphasize the need to jointly combat all terrorist organizations.

(13) China appreciates the efforts made by Egypt to promote development, particularly the ‘Dignified Life’ initiative, which provides a development model aimed at improving people’s living standards and achieving comprehensive progress. Egypt values the global development initiative proposed by President Xi Jinping, considering it a universal initiative that helps accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development. Egypt will continue to actively participate in various areas under this initiative. Egypt also appreciates the Global Civilization Initiative. Both China and Egypt agree on the principle of equal respect for human cultures and civilizations. Egypt and China are both ancient civilizations with a long history, and both have made significant contributions to human history. Egypt appreciates the Global Security Initiative and the Global Governance Initiative proposed by China, believing that these initiatives help address global challenges and promote world peace, development, and common prosperity.

II. Regarding international and regional issues

(14) The heads of state emphasized the need to strengthen political and security coordination on international and regional issues of common concern. They expressed willingness to further cooperate closely in supporting international and regional peace, stability, and development. Both countries stressed their commitment to the purposes and principles of the United Nations Charter and international law norms, opposing double standards and unilateral actions. They called for reforms of international institutions and financial organizations to make them more fair, reflect the representation of developing countries more accurately, and be more effective in addressing global challenges. It was agreed that China and Egypt will continue to collaborate on multilateral platforms such as the United Nations, the BRICS mechanism, the Shanghai Cooperation Organization, and the G20, focusing on issues such as climate change, food security, energy, and the digital economy. Egypt supported China’s role as the host country of the BRICS Summit in 2027 and praised China’s initiative to establish an International Mediation Institute and a World Artificial Intelligence Cooperation Organization.

(15) The heads of state reaffirmed that the Palestinian issue is at the core of the Middle East issue. A fair and lasting solution to the Palestinian issue should be achieved on the basis of a “two-state solution.” A sovereign and independent Palestinian state, based on the borders of June 4, 1967, with East Jerusalem as its capital, should be established. The heads of state also reiterated their firm opposition to any plans to relocate the Palestinian population under any pretext or under any name. Both sides called for the consolidation of the ceasefire in Gaza and the facilitation of unimpeded access for humanitarian assistance. They also urged the Palestinian National Authority to return to Gaza as soon as possible. Concern was expressed regarding Israel’s dangerous actions on the West Bank and East Jerusalem, including high levels of violence by settlers, land confiscation, and the construction of settlements. It was emphasized that the territorial integrity of Palestine should be maintained, and support should be given to the United Nations Relief and Works Agency for Palestine refugees, without compromising its mandate.

(16) The heads of state emphasized that to promote stability in the Horn of Africa, it is necessary to respect the sovereignty, unity, and territorial integrity of the countries in the region. The governance and security of the Red Sea are primarily the responsibility of the countries along the Red Sea. Their wishes should be fully respected. Countries along the Red Sea should strengthen regional cooperation to jointly address challenges and ensure freedom of navigation and smooth international trade.

(17) Both parties emphasized the need to respect Sudan’s sovereignty and territorial integrity, maintain Sudan’s national institutions, and not interfere in its internal affairs. Both parties expressed their willingness to work together to achieve a ceasefire in Sudan and to initiate an inclusive political process led by Sudanese people.

(18) China appreciates Egypt for its key role in promoting regional security and stability. Egypt also continues to work towards a comprehensive political solution to the Middle East geopolitical crisis, fostering good-neighborliness, respecting national sovereignty, and adhering to the principle of non-intervention in internal affairs. Egypt recognizes President Xi Jinping’s stance on maintaining and promoting peace and stability in the Middle East. Both sides welcome efforts by regional countries and the international community to ease tensions, enhance dialogue, and promote political understandings that take into account the concerns of all parties and contribute to peace and stability in the Gulf and Middle East regions.

(19) The heads of state praised the fruitful cooperation between the two sides within the frameworks of the China-Arab Cooperation Forum and the China-Africa Cooperation Forum. They emphasized the continued implementation of the outcomes of these forums and the strengthening of practical cooperation within the framework of these forums.

(20) The heads of state emphasized the need to strengthen the voice of the Global South, support the rights of developing countries to participate fairly and equitably in global political and economic decision-making, and work towards enhancing the role of emerging market countries and developing nations in the international order. Both heads of state agreed that the comprehensive strategic partnership between China and Egypt is a model for major developing nations to cooperate based on mutual respect, non-interference in internal affairs, mutual benefit and cooperation, common development, and unity with the Global South. This partnership contributes to promoting an international order that is more just and reasonable.

(21) Both sides appreciate the fruitful results of President Xi Jinping’s visit. They believe that this visit is of milestone significance for advancing China-Egypt relations. President Xi Jinping expressed his deep gratitude for the warm reception and hospitality given by President Mors by inviting him to visit China. President Mors accepted the invitation and promised to visit China whenever it was convenient. (End)
