According to Xinhua News Agency, the United States Department of State announced on the 20th that it has decided to approve a military sales plan involving the sale of aerial refueling aircraft and related equipment to Qatar. The total value of this deal is expected to be as high as $4.5 billion.
According to a statement released by the U.S. Department of State, Qatar has proposed purchasing up to 4 KC-46A air tankers, as well as related equipment and services such as engines, radar warning receivers, and infrared countermeasure systems. The statement indicates that this military sale will help enhance the security capabilities of “U.S. strategic regional partners,” thereby supporting U.S. foreign policy and national security objectives. Additionally, it will strengthen Qatar’s defense capabilities and its ability to coordinate operations with U.S. and allied forces, as well as solidify Qatar’s strategic role in regional security.
The KC-46A is the latest refueling aircraft equipped by the United States Air Force. It was developed by Boeing based on the Boeing 767 airliner fuselage. The first aircraft was delivered to the United States Air Force in January 2019. According to Boeing, in addition to air refueling support, this aircraft also possesses the combat capabilities and data transmission functions required for a multi-mission refueling aircraft.
Since the war broke out in February this year, Qatar has been trying to act as a “mediator” between the United States and Iran. In June of this year, it worked together with Pakistan to facilitate an understanding memorandum between the US and Iran, and continued to call for a ceasefire and the resumption of negotiations between the two parties.
Historically, Qatar's strategic partnership with the United States can be traced back to the period around the Gulf War in 1991.
In 1992, Qatar officially signed a defense cooperation agreement with the United States. Qatar granted permission to the US to use its military bases in exchange for the US's commitment to Qatar's security.
In 2001, the U.S. military began using Qatar's Udeid Air Base to coordinate operations against the Taliban in Afghanistan.
In 2002, Qatar officially agreed to allow the U.S. military to maintain a long-term presence at this base. Today, Wadi Drif Air Base has become the U.S.’s largest military base in the Middle East, housing tens of thousands of U.S. military personnel.
In 2022, the United States officially recognized Qatar as an “important non-NATO ally”. Thus, Qatar became the third country in the Gulf region to receive this status, following Kuwait and Bahrain.
It is noteworthy that during Trump's visit to Qatar in May 2025, the Qatari government presented Trump with a Boeing 747-8 aircraft that originally belonged to their own government. This act sparked significant controversy in the United States. According to American media reports, Trump himself was quite satisfied with the aircraft, referring to it as the “Air White House”. However, in July of this year, he stated that due to safety concerns, the aircraft would undergo “the most extensive upgrades”.
