To implement the State Council's decision and deployment on 'efficiently handling one matter', and to continuously optimize financial services for individuals after death, the General Office of the National Financial Regulatory Administration, the General Office of the Ministry of Civil Affairs, and the General Office of the Ministry of Justice have jointly issued a notice recently. This notice promotes the pilot experience of Zhejiang Province and Qingdao City in financial account inquiry services for deceased individuals nationwide. The aim is to address the difficulties and bottlenecks encountered in accessing the financial information of deceased persons, thereby further improving the public's experience in handling matters.
Zhejiang Province and Qingdao City have built comprehensive platforms for handling "aftercare matters" for individuals, leveraging local government systems. They have established a multi-department comprehensive service system, incorporating the handling of financial affairs after an individual's death into these joint efforts. Currently, pilot programs are in place for "one-stop" access to financial information such as bank and insurance records of deceased individuals. This allows for convenient withdrawal of small deposits that meet certain conditions, effectively solving the difficulties faced by people when dealing with related matters, such as complicated procedures, numerous documents required, difficulty in obtaining proofs, and the need to go to multiple places. The practical experience of Zhejiang Province and Qingdao City serves as a model for optimizing financial account inquiry services for deceased individuals across the country.
The ‘Notice’ clearly encourages and supports regions with well-established mechanisms for government data sharing and strong cross-departmental coordination to take the lead in replicating and promoting these practices. It also sets out requirements in terms of working procedures and data security, to ensure that the replication and promotion efforts are carried out smoothly and effectively.
