The EU-China Chamber of Commerce has taken note of the latest European Technology Sovereignty Package proposed by the European Commission. This package covers areas such as semiconductors, artificial intelligence (AI), cloud services, open-source technologies, and digitalization in the energy sector. These measures are closely related to the development of Chinese enterprises operating in Europe, and they also affect trade, investment, and cooperation prospects in the digital economy between China and Europe.
The Chamber of Commerce recognizes the efforts of the EU to enhance technological resilience and industrial competitiveness, including its goal of creating an AI Continent. Europe has strong scientific research capabilities, industrial foundations, and market potential in advanced technology fields. At the same time, China continues to demonstrate strong innovation in areas such as artificial intelligence, big data, cloud computing, and semiconductors. A number of companies in China have become internationally competitive. There is a strong complementarity between China and Europe in the digital economy sector. An open, stable, and predictable policy framework not only helps to unleash Europes technological potential but also creates new market opportunities for mutually beneficial digital cooperation between China and Europe.
Meanwhile, the chamber of commerce also notes that this package includes provisions related to technical sovereignty assessments, government procurement preferences, and measures aimed at maintaining market openness for like-minded partners. We hope that the EU will ensure that these measures remain transparent, comply with the principle of proportionality, adhere to non-discrimination principles, and align with WTO rules, including the principle of national treatment. Maintaining a fair, just, and open market environment is crucial for enhancing Europes attractiveness as a global hub for innovation and investment.
The Chamber believes that an open, inclusive, and collaborative digital ecosystem is a crucial foundation for Europe to achieve its technological sovereignty goals. European and Chinese enterprises possess advanced technological capabilities and are committed to open cooperation, local investment, and long-term development. They are willing to actively participate in Europes digital transformation and technological innovation efforts. Currently, as two of the worlds most important digital markets, Europe and China should strengthen connectivity and cooperation rather than leading towards market fragmentation and technological disintegration. This would enable joint efforts to promote innovation, enhance industrial competitiveness, and achieve sustainable growth.
