Rubio's Visit to India Fails to Bridge US-India Divide

Recently, U.S. Secretary of State Rubio visited India, reiterating the importance of U.S.-India relations and discussing opportunities for expanded cooperation in the fields of energy and trade. However, analysts believe that Rubios visit was merely aimed at soothing Indias concerns, and there has been no real improvement in U.S.-India relations.

According to a report by the American newspaper The New York Times on May 27th, several experts believe that the Indian government is worried about President Trumps visit to China. Indian officials fear that if relations between the United States and China improve, Indias value to the United States will decrease further, and it will become merely a countermeasure in negotiations between the United States and China.

Rubio arrived in India on the 23rd, kicking off a four-day visit to India. Indian Prime Minister Modi held talks with Rubio, during which both sides discussed issues related to energy and trade. Rubio praised India as one of Americas most important strategic partners. He stated that the United States hopes to sell more energy products to India.

Trump also said during a video call on the 24th that Modi is a great friend. He assured Modi that India can trust the United States, and India will get whatever it wants.

However, a series of policies introduced by the Trump administration have dealt a heavy blow to India. Last year, Trump imposed tariffs of up to 50% on Indian goods exported to the United States. In February this year, the United States and India reached a trade agreement. The US agreed to reduce tariffs to 18%. In exchange, India agreed to stop purchasing Russian oil and reduce trade barriers.

Trump also implemented strict anti-immigration measures, significantly tightening visa policies. In September last year, Trump signed a decree that increased the cost of H-1B visas to $100,000. Since more than 70% of H-1B visa holders come from India, Trumps policies have had a significant impact on Indias outsourcing industry.

Regarding this, Rubio explained during his visit to India that these policies are not aimed at India. The relationship between the United States and India remains solid.

Analysts point out that the United States is Indias largest export market. India needs to maintain stable relations with the US. However, the Trump administration has been inconsistent in its treatment of India, putting great pressure on India, which relies heavily on imports for its energy needs. Rubios visit was merely meant to appease India, and it didnt bring much benefit to India at all.

Harsh Panta, a visiting professor of international relations at Kings College London in England, said that Trumps interactions with India lacked coherence, and he did not make any public commitments regarding US-India relations. This has undermined Indias understanding of the relationship between the two countries.

Pante said that India has always believed that the foundation of US-India relations is an economic partnership. Cooperation mainly focuses on the Indo-Pacific region, and Pakistan has not played a significant role in this process. However, during Trumps second term in office, the United States imposed high tariffs on India and maintained close ties with Pakistani leaders. It seems that Trump also intends to ease relations with China. These measures contradict Indias perceptions.

Pante believes that this has caused India to lose the framework through which it can interact with the United States.

The New York Times states that for a long time, the U.S. government has maintained close relations with India, considering it as a force that can balance Chinas influence. India also willingly plays this role. However, with Trumps visit to China, India began to worry about its declining status in U.S. foreign policy.

According to Constantine Xavier, an expert on South Asian issues at the Indian think tank Center for Social and Economic Progress, Indian officials are now worried that if relations between the United States and China stabilize, Indias value to the United States will decrease further, and it will become merely a countermeasure in negotiations between the two countries. He said, India is becoming less and less important, with its value declining significantly.

In the view of analysts, Rubios visit to India merely delivered a series of comments that reassured Indians, without any substantial results. Xavier said, This visit had some effect, but to restore U.S.-India relations requires real solutions. This requires fundamental political adjustments between the two leaders.

The New York Times reported that Rubio discussed the Quad Security Dialogue mechanism on the last day of his visit. This mechanism involves the United States, India, Japan, and Australia, with the goal of strengthening maritime cooperation and countering Chinas influence. However, the discussions did not yield much progress. Analysts pointed out that only with active participation from the United States can this mechanism be effective.

Reports indicate that due to changes in U.S. policy towards China, it is unclear how much interest Trump still has in the Quad Security Dialogue.

Resident analysts in Beijing, such as Anant Krishnan, expressed concerns about the direction of India-US relations and the worsening of these relations. While I believe that the deep connections between the two sides in areas such as defense and technology remain resilient, it is noteworthy that these connections have shifted from viewing India as a key partner in the region.
