According to a report by the WeChat official account 'Ministry of Public Security' on July 20th, recently, in accordance with the unified arrangements of the Ministry of Public Security, with the full support of my embassy in Vietnam and the active cooperation of the Vietnamese public security department, the public security authorities of Shandong Province dispatched a working group to Vietnam. They successfully captured Pan Moujun, the main suspect in a case involving the destruction of computer information systems, and brought him back to China.

In July 2025, the public security organs in Zibo, Shandong Province, discovered that a local internet user named Yang had created and maintained several phishing websites. These websites induced users to download software installation packages containing the 'Silver Fox' Trojan virus, thereby illegally controlling the computers of victims and stealing user information for illicit gains.
From July 2025 to May 2026, the public security organs conducted in-depth investigations and carried out multiple rounds of concentrated arrests, successfully dismantling several criminal gangs involved in the cases. In August 2025, the main suspect in the case, Pan Moujun, fled abroad and has since disappeared without a trace.
On June 4, 2026, through the relentless efforts of my public security authorities and with the strong support of my embassy in Vietnam, the Vietnamese police successfully captured Pan Moujun. At the same time, the public security authorities carried out simultaneous concentrated operations in Guangdong, Guangxi, and other regions, capturing the remaining 11 criminal suspects involved in this case. On the afternoon of June 6, Pan Moujun was taken back to his home country.
Pan Moujun was arrested and taken back to China, which fully demonstrates the Chinese public security organs' firm determination to severely crack down on criminal offenses and arrest suspects. The Chinese public security organs will continue to strengthen international law enforcement cooperation, severely combat online illegal activities, and effectively safeguard the lives and property of the people.
