According to the WeChat public account of the Ministry of Public Security, under the overall coordination of the ministry, at around 5 p.m. on July 20th, as a civil airliner landed at Beijing Capital International Airport, the main suspect in the kidnapping and homicide crimes targeting Chinese citizens, Liu Mouwen, was transferred to Chinese police custody.
In June 2024, Chinese citizen Xia Moumou and others were deceived to the Philippines, where they were kidnapped and killed by a criminal gang. It has been determined that Liu Mouwen is a major suspect in this crime and has already fled to the United States. The Ministry of Public Security attaches great importance to this case and has established close law enforcement cooperation with authorities in the United States, Philippines, South Korea, and other countries. Efforts are being made to fully investigate the case. Additionally, specialized forces have been organized to tackle the case. Red notices have been issued through the International Criminal Police Organization, and multiple exchanges of information and evidence with US law enforcement agencies have taken place. The Chinese side is working hard to promote the US efforts to arrest and deport Liu Mouwen. Based on our leads and evidence, the US authorities successfully captured Liu Mouwen in October 2024 and have today returned him to our country.
A relevant official from the Ministry of Public Security stated that the successful resolution of a series of kidnapping and homicide cases involving Liu Mouwen and others is the latest achievement of Sino-US law enforcement agencies in implementing the important consensus reached during the Sino-US summit meeting. It is another successful example of Sino-US cooperation in combating transnational crimes. The public security organs are determined to protect the safety interests of Chinese citizens. As long as criminals commit crimes against Chinese citizens, the Chinese police will impose severe punishments in accordance with the law, without any leniency, and will pursue them to the end.
