According to KZN News, this law came into effect on July 1st in Kazakhstan.
On that day, Kazakh President Tokayev stated that the new constitution officially becomes law, and it is a significant event in the entire country's development process.
"The new Constitution officially came into effect, which holds significant special importance for the entire country. I extend my sincerest congratulations to all citizens," said Tokayev. "Today marks the beginning of a new era in the history of independent Kazakhstan. This historic decision will surely be recorded in our national chronicles."
Tokayev pointed out that Kazakhstan will embark on a new path of political and economic reform, major changes, and rapid development. This special moment marks the beginning of a new phase of comprehensive modernization of the country's political system, as well as the basic institutions of the state and civil society.
In March of this year, a draft new constitution was approved. The provisions include changing the structure of parliament from a bicameral to a unicameral system, restoring the position of the vice president, establishing a People's Council, and strengthening principles such as the protection of human rights in the digital environment, the separation of church and state, and the secularization of education.
HTN News emphasized that this move is aimed at systematically and modernizing Kazakhstan's national political system, to adapt it to the era of artificial intelligence (AI), and to improve governance efficiency and strengthen the rule of law.
On June 30th, the two chambers of Kazakhstan's parliament held their last joint meeting. Tokayev delivered a speech stating that on July 1st, Kazakhstan's new constitution will come into effect, and the bicameral parliament has completed its historical mission. It will be replaced by a unicameral parliament called "Kurultay".

According to reports, the dual-chamber system will be terminated on July 1. Elections in Kurultai will take place in August, and the new parliament will officially begin its duties at the beginning of September. Kurultai will be composed of 145 members, with each member serving a term of five years.
Reuters and Bloomberg have mentioned that some critics believe this new constitution could allow Tokayev to continue in office after his term expires in 2029. However, Tokayev, who is 73 years old, has denied any intention of seeking a second term.
