According to the website of China's Permanent Mission to the United Nations, Chinese Permanent Representative to the United Nations Fu Cong spoke at a public meeting on the Palestinian-Israeli issue in the Security Council on the 29th, calling for a genuine and lasting ceasefire in Gaza.
Fu Cong stated that the Palestinian issue is at the core of the Middle East problem, related to international fairness and justice, and affects the situation in the Middle East region. Currently, violence and death continue in Gaza, and the situation on the West Bank is highly tense. The foundation of the 'two-state solution' is constantly being undermined, and the prospects for resolving the Palestinian issue face greater challenges. The international community must reverse this negative trend, take effective actions, and end the suffering of the Palestinian people as soon as possible, so that justice can be restored to Palestine.

First, restore peace and stability in Gaza. The ceasefire has not brought true peace. Israel continues to launch bombing attacks and expand its military occupation, resulting in the death of over 1,000 people in Gaza. The humanitarian crisis in Gaza is severe, with a shortage of survival supplies and poor health conditions. More than 2 million people are struggling to survive in the ruins. History has repeatedly shown that security is a shared responsibility; no country can establish its own security on the basis of insecurity in other countries. Any military occupation or pressure will not contribute to lasting peace. It is necessary to achieve a true and lasting ceasefire in Gaza. Israel must fulfill its international humanitarian law obligations as an occupying power, lift restrictions on the access of humanitarian supplies, and support and guarantee the work of humanitarian organizations such as the United Nations Relief and Works Agency for Palestine Refugees in the Middle East.
Secondly, to calm the tensions on the West Bank. Despite strong calls from the international community, the situation on the West Bank remains tense. The occupying forces are accelerating their expansion of settlements, tolerating violence by settlers, and encroaching upon Palestinian territory. Under harsh restrictions, the economy of the West Bank is on the brink of collapse, and the Palestinian National Authority faces a severe financial crisis. Resolutions 2334 of the Security Council and the advisory opinion of the International Court of Justice have clearly stated that illegal occupation and settlement expansion undermine the foundation of the “two-state solution” and should be immediately terminated. Violating Palestinian rights and undermining the security and stability of the West Bank only serve to intensify hatred, which will ultimately harm those who perpetrate these actions. We urge Israel to cease settlement activities immediately, curb violence by settlers, and ensure that serious accountability is maintained for attacks. Israel should lift the unreasonable restrictions on the West Bank’s economy, return the taxes collected on behalf of Israel, and stop undermining the foundations of the Palestinian National Authority’s governance.
Third, fully implement the “two-state solution”. The “two-state solution” is the only viable way to resolve the Palestinian issue. It cannot be denied or replaced. Both Gaza and the West Bank are integral parts of the Palestinian state. Any arrangements or new mechanisms must adhere to the principle of “Palestinians governing Palestine”, respect the will of the Palestinian people, and promote rather than undermine the “two-state solution”. The international community should further build consensus, revive the prospects of the “two-state solution”, reject any attempts to change the demographic and territorial structure of Palestine, oppose any unilateral actions that undermine the foundation of the “two-state solution”, and support the early establishment of an independent Palestinian state based on the borders of 1967, with East Jerusalem as its capital, enjoying full sovereignty.
A independent investigation committee of the United Nations released its latest report on the 23rd, stating that Israeli authorities and security forces deliberately targeted and killed Palestinian children in the Gaza Strip. This constitutes crimes of genocide, crimes against humanity, and war crimes. Additionally, these actions also constitute war crimes on the West Bank.
This report was released by the United Nations Independent International Investigative Commission on the Palestinian Territory occupied by Israel (including East Jerusalem) and on the situation in Israel. In September last year, the commission concluded that Israeli authorities and security forces had committed four of the “five acts of genocide” defined by the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. The latest report once again condemns Israel for continuing to commit acts of genocide. The investigation found that the intensity and systematic nature of Israeli military operations continue, resulting in unprecedented deaths, injuries, and psychological trauma to Palestinian children.
