China Supports UN Humanitarian Action

According to the website of China's Permanent Mission to the United Nations on June 19th, Sun Lei, Deputy Representative of China to the United Nations, spoke during the general debate of the 2026 Humanitarian Conference of the United Nations Economic and Social Council.

China supports the statement made by the representative of Uruguay on behalf of the Group of 77 and China. China supports the role of the United Nations in organizing and coordinating international humanitarian assistance, and pays high tribute to the global humanitarian workers who are striving under difficult conditions and in dangerous environments.

Currently, the humanitarian situation worldwide is severe. Armed conflicts result in massive casualties and displacement. Climate change and natural disasters exacerbate the survival crises of affected populations. The contradiction between humanitarian needs and available resources is becoming increasingly prominent. The international community urgently needs to unite and take effective actions. China has four points of view:

First, adhere to humanitarian principles. It is necessary to comply with the United Nations Charter and General Assembly Resolution 46/182, uphold the fundamental humanitarian principles of humanity, neutrality, justice, and independence, and respect international humanitarian law. Respect the sovereignty of recipient countries, do not interfere in internal affairs, and avoid politicizing or instrumentalizing humanitarian issues. Humanitarian assistance should be unconditional.

Secondly, maintain humanitarian investment. The gap in humanitarian funds continues to widen. China urges donors to fulfill their funding commitments and increase their support. Donations should be made on an equal footing. It is hoped that the United Nations will allocate resources evenly, with attention paid to supporting humanitarian crises and long-term humanitarian situations where funding is severely lacking.

Third, constructively advance humanitarian reforms. United Nations humanitarian agencies should take the UN80 reform and humanitarian revitalization as an opportunity to strengthen coordination and form a united force. While adhering to their mandates, they should promote measures to reduce costs and increase efficiency. It is necessary to widely listen to the opinions of recipient countries, enhance communication with the central and local governments of recipient countries, focus on the needs of the people, and improve delivery capabilities.

Fourth, address root causes. Insufficient development is one of the fundamental reasons for humanitarian crises. The international community should take into account the needs of recipient countries and focus on the coordination of humanitarian and development assistance. It is necessary to provide not only ‘blood transfusion’ but also efforts to ‘produce blood’ itself, in order to enhance the development capacity of countries facing humanitarian crises.

China adheres to the concept of a community with a shared future for mankind and provides support to developing countries in areas such as humanitarian relief and disaster recovery and reconstruction. In December 2025, President Xi Jinping announced that $100 million would be provided to Palestine. So far, several batches of aid have been delivered, which have been well received by the Palestinian government and people. It is hoped that relevant United Nations agencies will accelerate their organizational coordination to facilitate the delivery of more aid, alleviate humanitarian crises, and support the recovery and reconstruction of Gaza.

Since the beginning of this year, China has provided humanitarian assistance to Lebanon, Cuba, Iran, Uganda, the Central African Republic, Burkina Faso, and other countries. Recently, in response to the Ebola epidemic, China provided emergency humanitarian aid to the Democratic Republic of the Congo and dispatched medical experts. At the same time, China also provided assistance to the African Union Commission to facilitate cooperation in epidemic prevention and control.

China will continue to provide stable contributions to the United Nations Humanitarian Assistance Program and the Central Emergency Relief Fund. We will also work together with the international community to help countries and peoples in need cope with humanitarian crises.
