Mexican Prosecutor Arrests Former Official for Treason Related to CIA Operations

According to a report by Reuters on October 18, Mexican Federal Prosecutor General Enestina Godoy Ramos stated on the 17th that the Mexican government has arrested former Chihuahua State Prosecutor General Saser Horeji, who faces charges of treason. Previous investigations have indicated that Horeji was suspected of allowing members of the United States Central Intelligence Agency (CIA) to participate in Mexican drug-related operations without authorization.

The prosecution stated that in April of this year, Horeji allowed CIA agents to participate in a raid on a secret drug production facility in northern Chihuahua without obtaining authorization from the Mexican government. This act violated Mexican law.

At that time, Horacio declared after the raid that four people died in a car accident on the way back, including two Mexican law enforcement officers and two Americans. He mentioned that the two Americans were instructors from the U.S. Embassy in Mexico. The United States later acknowledged the death of two embassy employees, but did not disclose the agencies they belonged to.

However, media outlets such as CNN quickly revealed that these two Americans were actually CIA agents.

This incident has sparked controversy in Mexico regarding U.S. intervention in security operations. Mexican President Enrique Peña Nieto reiterated that Mexico welcomes bilateral cooperation in intelligence sharing and the fight against organized crime, but will not allow U.S. agents or military personnel to directly participate in operations within Mexico.

Gordoy issued a statement on the 17th, stating that the investigation determined that Horeji's actions may constitute a treason crime against national security. “This is because he is suspected of allowing foreign individuals to interfere with Mexican territory without authorization, and participating in operations that are completely under the control of Mexico’s national security forces.” She added that after months of investigation, a federal judge issued an arrest order against Horeji.
