Foreign Affairs Website Published Decision on Countermeasures Against Minister of Communications and Technology of Paraguay, Bíliya on October 12th:

(Announced by Order No. 21 of the Ministry of Foreign Affairs of the People's Republic of China on October 12, 2026, and effective from October 12, 2026)
In recent years, some anti-China politicians in Paraguay, for their own selfish reasons, have stubbornly supported Paraguay maintaining so-called "diplomatic relations" with the Chinese Taiwan region. They have engaged in a series of despicable actions regarding issues related to China, harming the core interests of China. In order to defend national sovereignty, security, and development interests, and to oppose any separatist actions aimed at separatism in Taiwan, in accordance with Articles 3, 4, 6, 9, and 15 of the "Anti-Foreign Sanctions Law of the People's Republic of China," China has decided to take the following countermeasures against Paraguayan Minister of Communications and Technology, Villate.
1. Freezing of movable property, immovable property, and various other types of property within our country;
II. Prohibitions on organizations and individuals within our country to engage in transactions, cooperation, and other activities with them;
III. Refusal to issue visas or denial of entry (including to Hong Kong and Macau).
This decision shall come into force on October 12, 2026.
