US, Europe, Ukraine Meet in Miami to Discuss Ending Russo-Ukrainian War

On October 9th local time, representatives from the US, Europe, and Ukraine gathered in Miami for a six-hour discussion. However, it is still unclear whether any consensus was reached among all parties.

On that day, U.S. Special Ambassador Weterkov posted on the social platform X, stating, "Today, representatives from the United States, E3 (UK, France, Germany), the European Commission, Ukraine, and NATO met in Miami to discuss constructively ways to ease the situation before winter arrives, end the Russo-Ukrainian war, and promote sustainable peace."

He stated that the topic encompasses a wide range of issues, including short-term measures related to winter preparedness, such as energy resilience, food exports, and security concerns.

In addition, the discussion also covered the establishment of long-term arrangements for Ukraine and European security, in order to prevent future conflicts. It also supported Ukraine’s post-war reconstruction and economic prosperity, including its membership in the EU.

US, Europe, Ukraine Meet in Miami to Discuss Ending Russo-Ukrainian War

After the meeting between US President's Envoy Witzkeff and EU officials on the X platform, he posted a message.

According to Reuters on October 10th, the representatives attending the Miami talks include U.S. President's Special Envoy Weterkov, Trump's son-in-law Kushner, as well as delegations from Ukraine, Europe, and NATO.

The report quotes an insider as saying that the multi-party talks lasted for six hours, with the aim of reaching a consensus on a unified proposal to end the war in Ukraine. It is said that the goal of the talks is to reach an agreement on this proposal within the next few weeks and submit it to Russia, in order to make progress before the winter arrives.

The source said that negotiators discussed a lengthy list of issues, including a post-war plan for Ukraine, which included security guarantees from the United States and Europe. Additionally, discussions covered Ukraine’s post-war economic plans, as well as the path for Ukraine to join the European Union.

He also revealed that on a sensitive issue, the delegation discussed “some ideas” regarding territorial matters; however, he refused to provide details.

In addition, the delegation also discussed issues related to the security architecture between Russia and Europe, which will lay the foundation for future peaceful years. However, details were not disclosed by those familiar with the matter.

In his post on the X platform, Vytkov did not disclose whether any specific results were achieved during this meeting. He simply wrote, “This exchange was productive and helped to clarify the areas for further discussion before the next round of contact between the US and Russia. Participants reiterated that both sides are committed to continuing diplomatic efforts to achieve sustainable peace, thereby strengthening security and creating opportunities for lasting stability and prosperity.”

It is worth noting that on the day of the talks in Miami between the US and Europe, he had a “very successful” discussion with Russian President Putin. “Both sides agreed that Russia would immediately supply more than 300,000 tons of diesel to the United States and the global market, with another 500,000 tons in November, followed by an additional 1 million tons immediately afterwards. In addition, based on the state of Russian refineries, Russia will also supply 3 million tons of diesel in the near future.”

Trump stated that, due to the United States' "full control" over the Strait of Hormuz, and this newly announced information, the prices of diesel in the United States and around the world will "rapidly and significantly decrease, with the decline setting a historical record."

Meanwhile, on October 9th, the US Treasury issued a general license allowing the import of Russian diesel, with the validity period extending until April 7, 2027. It is reported that this is the first time since the outbreak of the Russo-Ukrainian conflict in 2022 that the United States has granted a sanctions exemption for Russian diesel that exceeds the usual 30-day period.

Russian officials stated in their statement after the conversation that Moscow reiterated its willingness to supply oil and petroleum products to the United States and global markets.
