The documentary "A Real Story of Success in Combating Fraud in Myanmar's North" jointly produced by the Ministry of Public Security and China Central Radio Television Station was broadcast on the CCTV Comprehensive Channel at 18:00 from October 5th to 7th. The documentary comprehensively showcases the arduous process and remarkable achievements of China's public security organs, working together with relevant departments to combat crimes involving China in Myanmar's North, under the strong leadership of the Central Committee of the Party.

In early January 2024, the Ministry of Public Security designated the Public Security Bureau of Zhoushan City, Zhejiang Province to take over the reception of 50 people repatriated from Myanmar. The investigation team quickly uncovered two important clues regarding murders, with the target clearly being the Baiji Electric Fraud Park.

One of the deceased fled due to unbearable pressure within the park; the other was involved in embezzling money from the fraudulent activities in the park and pocketed the funds for himself.

Confirming the identity of the deceased and ascertaining the cause of death, the special task force gradually uncovered the truth through a vast amount of investigative information. The electric fraud gang led by Yang Liqiang, by leveraging the influence of the Bai family, rented multiple electric fraud facilities in Old Street of Kayah State, Myanmar. They engaged in fraudulent activities, purchasing firearms and recruiting armed militia from the Bai family to control the area. They implemented strict control measures against employees of the companies they operated, resulting in the brutal beating and death of two Chinese citizens.

Yang Liqiang is a key financier who has deep cooperation with the crime syndicate of the Bai family in northern Myanmar. He not only carries the responsibility for a murder case but also engages in fraudulent activities to amass wealth. To ensure solid evidence, investigators go through numerous checks and are meticulous in every step of their work.

The electronic data extracted from the pile of dirt was mixed with mud and sand. Therefore, before we set off, we purchased cleaning solutions from a local computer company in Zhenkang. We started the process on-site: digging, cleaning, and preserving the evidence simultaneously. About 90% of the physical evidence that was rescued was successfully extracted, along with the electronic data.

As the interrogation progressed, the special task force obtained important information: the fraud operation area was adjacent to a cave. In order to avoid police attention and war-related disturbances, crucial computer equipment and safes in the area were once moved there.

The entire grotto is six to seventy meters deep and spans three to four hundred meters in length. The first time I went down, I didn’t wear any protective equipment and had no experience. So, when I reached about fifty to sixty meters down, I started having difficulty breathing, and even couldn’t light a cigarette.

As long as there is a slightest piece of evidence or clue, investigators will not miss any opportunity.

On the second day, we entered again wearing the equipment. Four comrades were led up using ropes, while the rest of the comrades explored the entire cave.

After more than a year of intensive efforts, the Zhoushan task force has fully identified the criminal group led by Jinzhu Yang Liqiang, which is suspected of committing various illegal crimes such as telecommunication fraud, intentional homicide, intentional injury, and illegal detention. According to the unified deployment of the forward command center, the Zhoushan task force will transfer the entire case to the Shenzhen task force, providing full support for the litigation against the Bai family criminal group in Myanmar.

On November 3, 2025, the Shenzhen Intermediate People's Court of Guangdong Province sentenced five individuals involved in the Bai family criminal group, including Bai Chengshu, Bai Yingcang, Yang Liqiang, Hu Xiaojiang, and Chen Guangyi, to death for crimes such as intentional homicide, intentional injury, fraud, trafficking, drug manufacturing, kidnapping, and operating gambling dens. They were also sentenced to corresponding supplementary penalties.

In February 2026, after review and confirmation by the Supreme People's Court, four criminals involved in the Bai family criminal group were executed. In addition, Bai Shicheng, one of the main leaders of the Bai family criminal group, has passed away due to illness.
