According to CCTV news, the documentary "The Real Story of Scams in Myanmar" produced jointly by the Ministry of Public Security and China Media Group will be broadcast on CCTV's Comprehensive Channel at 6 p.m. on October 5-7.
The documentary reveals that Bao Junfeng is the deputy commander-in-chief of the “Vah Kingdom Joint Forces” and the commander of the 318th Brigade. In collaboration with others, he established a “lottery company”. By providing armed protection, he engaged in extensive fraud and bribery activities, accumulating huge profits.
The documentary also exposed footage of Bao Junfeng being captured in China.
In order to combat and manage telecom fraud crimes, a national-scale strategic task of “necessarily cracking down, cracking down thoroughly, eradicating the root causes, and maintaining zero tolerance” was initiated at the beginning of summer 2023. After thorough analysis and preparation, this special operation was carried out simultaneously in four areas: Kawphu, Wa State, the Fourth Special Region of Shan State, and Mujie, which are the most affected areas related to telecom fraud in northern Myanmar.
Facing the stubborn resistance from places like Kokang and 'Baobangs', the forward command center decided to abandon negotiations and take drastic measures to eradicate the problem of telecom fraud and drug trafficking.
Unable to go out and fight, they were arrested within the country. On the evening of September 26, 2023, the forward headquarters organized the public security organs in Yunnan and Zhejiang to successfully arrest Bao Junfeng and members of his gang in Kunming. During the arrest, the police also found a large number of luxury items such as jewelry and famous watches, as well as several well-known luxury cars, at Bao Junfeng’s residence.
At 3 a.m. on October 1 of the same year, a frantic sound of breaking in doors broke the silence of the late night at a hotel near Nanpao Port in Lincang, Yunnan.
Taking advantage of the opportunity brought by the entry of important members of the ‘Four Major Families’, such as Wei Qingtao and Liu Zhengqi, into our country, the special operation team decisively carried out the operation. The entire process only lasted just ten minutes.
This “ten minutes” is another heavy blow from the Chinese police in their years of fighting against the Myanmar North-based criminal groups involved in telecom fraud. It also serves as a “declaration of war” to the telecom fraud criminals.
This strike greatly intimidated all parties in northern Myanmar. Six days after the arrest operation, the local law enforcement agencies in Kayin handed over more than 200 suspects of telecommunications fraud to the Chinese police. On October 12, 2023, the Chinese police issued public warrants for the arrest of Bo Yiban and He Chuntian, the leaders of telecommunications fraud in northern Myanmar. The police are targeting the top criminals and seeking to capture the mastermind of the crime.

As of June 2026, Myanmar has transferred a total of 58,000 criminal suspects involved in fraud-related activities to us. Large-scale fraud-related areas in northern Myanmar have been basically eliminated. All relevant criminals have been severely punished according to the law.
