Canadas Global Strategy: Balancing US Dependence and International Ties

Canadian Prime Minister Justin Trudeau is working towards reducing Canada's dependence on the United States, and establishing deeper trade, defense, and cultural ties with European and Asian powers.

Earlier this week, in an interview with The New York Times, Carney discussed in detail the opportunities and limitations of the several major partnerships he is promoting.

Reports indicate that upon careful examination of his statements regarding Canada's relations with the EU, China, and India, it becomes clear that although Canada has proposed practical plans to strengthen these partnerships, none of these parties is likely to completely replace Canada's unique and robust economic relationship with the United States.

For example, he acknowledged that the EU economy has barely grown, yet he still considers the EU to be Canada’s top priority, stating that there is complementarity between the two sides in some key areas. He also discussed the limitations of Canada’s renewed relations with China. He admitted that, although Canada is seeking closer relations with India, it cannot guarantee that all criminal activities related to India will completely disappear in Canada.

During his visit to the European Parliament in Strasbourg last week, Kanan pushed Canada toward becoming an "associate member" of the EU. This status is not yet officially established, but it could lead to closer relations between Canada and the EU in various areas.

Khan said that despite the weak economic growth in the EU, Canada still has many opportunities to benefit from it.

This agreement drew criticism from the White House at the time. He told the New York Times that the agreement between Canada and China represents a cooperation level that “is only a small part of the level of cooperation between the United States and China.”

Khan said that deepening cooperation with China does not mean he is unaware of the risks involved. "Two things can be true at the same time; there are certainly some problems."

He revealed that artificial intelligence is one of the areas where Canada will not engage in deep cooperation with China.

In contrast, Kanne believes that there is potential for cooperation between both sides in the fields of agriculture and clean energy. He also expects that they will cooperate with China in the field of financial services.

Canada and India have also experienced turbulent relations, but there has been a positive effort to resume cooperation under Kanan's leadership. Earlier this year, Kanan visited India, and Indian Prime Minister Modi is expected to visit Canada in December.

The relations between the two countries broke down by the end of 2024. At that time, Canadian Prime Minister Justin Trudeau revealed that the Indian government was involved in the assassination of a Sikh community leader in British Columbia. Trudeau also stated that Indian government agents—some of whom were disguised as diplomats—planned a series of violent crimes against Sikh communities across Canada, including extortion, arson, and intimidation. After Trudeau’s statement, both countries recalled their top-level diplomats as well as other lower-ranking diplomatic personnel.

Khan has been actively working towards improving relations between the two countries. During his visit to India earlier this year, he reached an important uranium agreement, while avoiding any discussion of the previous breakdown in diplomatic relations.

Khan told The New York Times on Wednesday that Indian authorities have been coordinating with Canadian authorities to "protect communities." He refused to disclose specific details, saying he did not want to discuss specific legal cases in depth.
