According to a White House official, on September 22, the President of the United States Donald Trump has signed the formal appointment document, appointing Secretary of State Roebio as National Security Advisor permanently.
Thus, Rubio becomes the first person since Henry Kissinger to serve as both Secretary of State and National Security Advisor in the United States.
After the resignation of former National Security Advisor and current U.S. Representative to the United Nations Mike Waltz, Rubio has been serving as Acting National Security Advisor.
Voltz left his position more than a year ago, in May 2025. At that time, he was involved in a scandal known as "Signalgate": he mistakenly included the editor-in-chief of The Atlantic in a private chat using the encrypted communication app Signal. Several high-ranking American officials—including Defense Secretary Pete Hegseth and Vice President Vance—were present in the chat discussing military plans against the Yemeni Houthi militant group.
Rubio is praised by many within the Trump administration for being able to handle multiple responsibilities at the same time, including Trump himself.
Last year, when Trump appointed Rubio to take over from Walz, Trump said, “Whenever I have problems, I call Marco. He will solve them.”
Meanwhile, Rubio is also seen by the outside world as one of the potential candidates for the Republican Party's presidential nomination in 2028. Vice President Vance is also considered likely to run in the race.
However, Rubio stated earlier this month that he has no plans to run for the White House at this time.
Lubio said in an interview with Colombia's RCN television station: "I don't know what will happen in the future, but for now, I have no such plans."
Rubio also said, "I am not a candidate for any position right now. I am completely focused on my work, and that's the way I need to be, because I have two jobs at the moment."
