Answer: At the request of domestic industries, the Ministry of Commerce launched an anti-dumping investigation into imported dichlorosilicon originating from Japan on January 7, 2026. After the investigation was initiated, the Ministry of Commerce conducted it in strict accordance with relevant Chinese laws and regulations as well as WTO rules. Through the investigation, preliminary evidence indicated that the imported products involved were dumped, and related domestic industries suffered substantial damage. There was a causal relationship between dumping and the substantial damage. In accordance with the relevant provisions of the Anti-Dumping Regulations of the People’s Republic of China, the Ministry of Commerce issued a preliminary ruling announcement on September 7, 2026, determining that the dumping rate for Japanese companies was between 80.8% and 99.2%, and decided to implement temporary anti-dumping measures.

Commerce Ministry Publishes Preliminary Determination on Anti-dumping Investigation of Imports from Japan
According to the provisions of the Anti-Dumping Regulations of the People’s Republic of China (hereinafter referred to as the ‘Anti-Dumping Regulations’), on January 7, 2026, the Ministry of Commerce (hereinafter referred to as the ‘Investigating Authority’) issued Announcement No. 2 of 2026, deciding to conduct an anti-dumping investigation into imported dichlorosilicon originating from Japan (hereinafter referred to as the ‘Product under Investigation’).
The investigating authority conducted an investigation into whether the investigated product was dumped and the extent of the dumping, whether the investigated product caused damage to the domestic dichlorodihydrosilane industry and the extent of the damage, as well as the causal relationship between dumping and damage. Based on the results of the investigation and Article 24 of the Anti-Dumping Regulations, the investigating authority made a preliminary ruling (see attachment). The relevant matters are hereby announced as follows:
I. Preliminary ruling
The investigating authorities have preliminarily determined that the imported products originating from Japan are dumped, which has caused substantial damage to the domestic dichlorosilicon industry. There is also a causal relationship between dumping and the substantial damage.
II. Payment of Deposit
According to Articles 28 and 29 of the Anti-Dumping Regulations, the investigating authority has decided to implement temporary anti-dumping measures in the form of bonds. Starting from September 8, 2026, importers shall provide corresponding bonds to the People’s Republic of China Customs based on the bond ratios determined by this initial ruling for each company when importing the products under investigation.

III. Methods of Collecting Security Deposits
Effective from September 8, 2026, importers of dichlorosilicon originating from Japan must provide corresponding margin amounts to the People's Republic of China Customs based on the margin ratio determined by this initial ruling. The margin is calculated based on the value-added tax rate on imported goods as determined by the customs. The formula for calculating the margin amount is: Margin Amount = (Customs-Determined Value-Added Tax Rate on Imported Goods × Margin Collection Ratio) × (1 + Import Value-Added Tax Rate).
