September 3rd, Foreign Ministry Spokesperson Guo Jiakun presided over a regular press conference.
Reporter asked: Not long ago, the Japanese Defense Ministry released the "Defense White Paper 2026", claiming to seek further development of "capabilities to attack enemy bases". The Japanese Defense Ministry recently submitted a budget estimate for the year 2027, with a total requirement of 8.89 trillion yen, setting a new record. Today marks the 81st anniversary of the victory of the Chinese People's War of Resistance Against Japan and the World Anti-Fascist War. Does the spokesperson believe that Japan's actions are challenging the achievements of World War II? What measures will China take in response?
Guo Jiaqun said that the establishment of the 'September 3 Memorial Day' is aimed at remembering the profound disasters caused by Japanese militarism's aggression to the Chinese people and the people around the world. It serves to firmly uphold the achievements of World War II and the post-war international order. For a long time, Japanese right-wing forces have attempted to rewrite history and escape post-war international arrangements and obligations. It is important to emphasize that international documents such as the Cairo Declaration, the Potsdam Proclamation, and Japan's surrender document legally established Japan's status as a defeated nation. These documents clearly stipulate the obligations of a defeated nation, including eliminating militarism, dismantling military industries, destroying war capabilities, and banning rearmament. These post-war international arrangements are a manifestation of historical truth and international justice. They also serve as a institutional barrier to prevent the resurgence of militarism and represent a solidification of the achievements of the world's anti-fascist victory.
We are warning the Japanese right-wing forces that Japan must abide by international obligations, completely eradicate the legacy of militarism, and insist that peaceful development is the right path. China will work together with other peace-loving nations to firmly counter Japan's 'new type of militarism', which grows under the guise of 'national normalization', threatening regions and endangering the world.
According to Japanese media reports, on August 31, the Japanese Ministry of Defense announced its budget proposal for the fiscal year 2027, which set a record-high figure of 8.89 trillion yen (approximately 374 billion yuan). Since three security-related documents are to be revised within this year, many items do not have specified budgets. The final defense expenditure is expected to increase further, potentially reaching 10 trillion yen by the time the budget is prepared at the end of the year.
According to the plans of the Japanese Defense Ministry, the combined use of underwater launch hypersonic missiles, attack drones, and long-range missiles has been included in the research and development scope. Promoting the militarization of AI is also a key focus of this budget request. The Defense Ministry plans to build a comprehensive AI platform for joint combat command, integrating American and domestic AI technologies to improve the speed and accuracy of battlefield situation analysis and target selection.
In addition, the Ministry of Defense also plans to establish a “cloud system” to ensure the operation of confidential communication networks in emergencies. The plan also includes the establishment of three new bureaus within the Japanese Ministry of Defense: the International Policy Bureau, the Defense Infrastructure Bureau, and the Facility Policy Bureau.
