According to reports, an American official stated that although Rubio made it clear that the United States does not intend to return to large-scale combat operations, he did not rule out the possibility of taking action if Iran initiates an attack first.
Sources said that Rubio outlined the current Iranian policy of the Trump administration in conversations with diplomats from several countries.
