Hong Kong Announces First Five-Year Development Plan for Economic & Social Development

According to a report on the Hong Kong Special Administrative Region Government News Bulletin website on August 26, Hong Kong Special Administrative Region Chief Executive Leung Chun-ying will announce the 'First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)' on September 16, and will also release the 'Chief Executive's Policy Report for 2026'.

According to the press release, Li Jiachao said: "After announcing the 'Hong Kong First Five-Year Plan', I also released the 'Policy Report'. This is to make it easier for citizens to understand the connection between the two documents. The 'Hong Kong First Five-Year Plan' outlines Hong Kong's economic and social development blueprint for the next five years. It serves as a forward-looking, strategic, and directional guidance document. The 'Policy Report' is an annual report by the Chief Executive on the implementation of the 'Hong Kong First Five-Year Plan' and outlines the priorities for governance in light of current circumstances. The two documents are closely related."

He also said, "By referring to both the 'Hong Kong First Five-Year Plan' and the 'Policy Address', the public can better understand how the government will implement policy measures and move forward according to the directions and strategies set out in the 'Hong Kong First Five-Year Plan' by 2026. The Chief Executive has set several targets as annual milestones in the 'Policy Address'. Subsequently, every year, the 'Policy Address' will adapt to the international environment, economic expectations, and latest developments, and develop policy measures, focus areas, and major projects for that year. By continuing to work hard, we can implement the blueprint."

This year marks the beginning of the "15th Five-Year Plan". On June 15th, the Government of the Hong Kong Special Administrative Region announced that a two-month public consultation will be conducted regarding the "Hong Kong's First Five-Year Plan".

A spokesman for the Hong Kong Special Administrative Region Government said that Hong Kong's first five-year plan is a historic step with great significance. It will provide forward-looking, strategic, and actionable guidance for Hong Kong's development over the next five years. This plan will enable Hong Kong to actively align itself with the country's 15th Five-Year Plan. While promoting Hong Kong's high-quality development, it will also help Hong Kong integrate better into and serve the overall national development.
