According to the website of China's Permanent Mission to the United Nations, Chinese Permanent Representative to the United Nations Fu Cong spoke at a public meeting of the Security Council on Ukraine on the 24th, urging the parties involved in the Ukrainian crisis to cool down the situation. I welcome Foreign Minister Rasmussen to chair today's meeting. I would like to thank Undersecretary-General Dicarlo and Deputy Secretary-General Fletcher for their presentations.
The issue of Ukraine continues to be delayed, with ground battles intensifying and humanitarian crises growing severe. Over the past month or more, both sides in the conflict have been engaged in a new round of fierce fighting, resulting in heavy casualties. Numerous civilian facilities such as energy, food, and logistics storage have been damaged. Additionally, third-party vessels and assets have been attacked, which is deeply distressing and concerning. Allowing the situation to continue to deteriorate will bring more suffering to the people, more destruction to the region, and more turmoil to the world. Therefore, China advocates:
First, it is necessary to work together to cool down the situation. Conflict and confrontation will not solve problems; instead, they will only lead to further accumulation of contradictions, loss of mutual trust, and further out-of-control of the situation. The Chinese side urges the parties involved to prioritize humanitarian and civilian needs, strictly comply with international humanitarian law, and avoid attacking civilians and civilian facilities under any circumstances. They should also avoid harming third-party civilians and civilian assets. Efforts should be made to cool down the situation and create conditions for an early ceasefire and end of the conflict.
Secondly, it is necessary to work together to initiate the peace talks. Dialogue and negotiation are the only viable way to resolve the Ukrainian issue. The current talks regarding the Ukrainian issue have stalled, and the differences in positions among the main parties remain significant. China calls on all relevant parties to demonstrate political will, strive to continue the negotiations, gradually build consensus, and work towards reaching a comprehensive, lasting, and binding peace agreement. The international community should play a constructive role in this effort, creating a combined force that encourages peace negotiations.
Third, we must work together to find lasting solutions. The Ukrainian issue has its deep roots and complex causes; it is essentially a major eruption of security conflicts in Europe. This crisis reveals a simple truth: national security is indivisible. The Chinese side calls on all relevant parties to consider the long term, adhere to a common, comprehensive, cooperative, and sustainable vision of security, respect each other's legitimate security concerns, and address the root causes of the crisis based on full compliance with the principles of the United Nations Charter. This will help build a balanced, effective, and sustainable regional security framework, thereby achieving true universal and common security.

We maintain close communication with the parties involved and the international community, and seek to promote peace through our own methods. We support all efforts that contribute to a peaceful resolution of the crisis. We are willing to work together with the international community to continue playing a constructive role in the political resolution of the crisis, strive for more consensus, and create a better atmosphere.
