China-Indonesia 2+2 Dialogue: Second Ministerial Meeting Yields Strategic Agreements

According to the website of the Ministry of Foreign Affairs, on August 21, the second ministerial meeting of the '2+2' dialogue mechanism between Chinese and Indonesian foreign ministers and defense ministers was held in Jakarta. Foreign Minister Wang Yi and Defense Minister Dong Jun co-chaired the meeting with Indonesian Foreign Minister Suyono and Defense Minister Sjafri. Both sides engaged in in-depth strategic communication and reached a series of important agreements.

Wang Yi stated that the China-Indonesia '2+2' mechanism is China's first '2+2' mechanism at the minister level established globally. It has created a new platform for strategic communication between China and Indonesia. The first meeting effectively promoted political security and defense cooperation, and jointly safeguarded the legitimate interests of both countries.

Wang Yi said that over the past year, significant changes have taken place in the international situation. The rapid transformation of the world has accelerated, and international challenges are constantly emerging. As developing powers and important members of the Global South, China and Indonesia should promptly enhance unity and cooperation. This is of far greater significance beyond bilateral boundaries, and it will serve as a model and leader at the regional and global levels. The Chinese side is willing to work with the Indonesian side to implement the strategic consensus reached by the two heads of state so far. We will jointly strengthen the foundation of political and security cooperation, advance the construction of a community with a shared future at a high level, benefit the people of both countries better, and play a greater role in promoting stability and prosperity in the region and the world.

Dong Jun stated that in recent years, under the strategic leadership of the two heads of state, bilateral defense cooperation has been improved in quality and efficiency, providing a model for new types of defense cooperation between the Global South and developing major nations. Currently, the world is entering a new cycle of global crises, with regions facing multiple security challenges. China is willing to work with Indonesia to promote defense and military construction cooperation with strategic vision, continuously unlocking the potential of defense cooperation, creating more highlights in cooperation, building strong security barriers for their respective development, playing a pivotal role in regional stability, and injecting more stability, certainty, and constructiveness into the world plagued by turmoil.

Sujiono stated that, in the current challenging international situation, the holding of the second ministerial meeting of the '2+2' dialogue mechanism between Indonesia and China is of great significance. It fully reflects the high level of strategic mutual trust and strong willingness to cooperate between the two countries. Indonesia expresses gratitude for the firm support provided by China in matters related to safeguarding national sovereignty. It reaffirms its commitment to the one-China policy, opposes any external interference, and is willing to expand cooperation with China in areas such as counter-terrorism, law enforcement, and combating online fraud. Indonesia also wishes to strengthen intelligence sharing and capacity building, and deepen communication and collaboration within multilateral frameworks such as ASEAN-China relations, in order to jointly maintain regional peace and stability.

Shaffry said that since the first ministerial meeting of the dialogue mechanism, the good momentum of military cooperation between the two countries has been further consolidated. Indonesia is willing to strengthen strategic communication with China, enhance military exchanges, and continuously strengthen cooperation in defense, maritime security, cybersecurity, combating online gambling and fraud, and transnational crimes. It will resolutely maintain regional peace and stability and work together to address global challenges. As long as the two countries maintain a brotherly relationship, their comprehensive strategic partnership can continue to develop.

The two sides exchanged in-depth views on international and regional security issues of common concern. They agreed that it is necessary to coordinate development and security efforts, and to unite in addressing various external challenges.
