China Critiques US Mass Transfer Scams Report, Demands Trade Stability

According to the Ministry of Commerce website, on August 20, the Ministry of Commerce held a regular press conference.

The spokesperson for the Ministry of Commerce, He Yadong, pointed out that the US document "Mass Transfer Scams: Rise, Scale, and Costs" ignores facts and distorts the truth. It misnames normal international trade and investment as "scams" and fabricates a false narrative about so-called "shadow transfer networks." This is a typical example of unilateralism and protectionist measures aimed at suppressing and blocking Chinese products. The Chinese side strongly disagrees with this and firmly opposes it.

He Yadong said that, in fact, the high differential tariffs imposed by the US are the root cause of threatening the security of global supply chains. The US attributes its domestic economic problems to external factors, which does not address the deep-seated issues within the US itself. China demands that the US immediately stop irresponsible accusations and the damage to Sino-US economic and trade relations, and truly maintain the security and stability of global supply chains.

He Yadong stated that China has always adhered to international economic and trade rules. It will continue to carry out economic and trade cooperation with all parties on the basis of equality and mutual benefit. Together, they will build a "win-win trade network" and make positive contributions to global development and prosperity.

Additionally, a reporter asked that President Trump recently signed an order to impose ad valorem tariffs of 10% to 100% on imported drones and components, in order to address national security threats. What is the spokesperson's comment on this?

He Yadong said that we have noticed the US decision to impose 232 tariffs on drones and their components. China has always believed that the US measures under 232 are unilateral and protecionist actions carried out under the pretext of ‘national security’. In fact, China’s exports of drones to the US are mainly used in civilian scenarios such as agriculture, equipment inspection, and film and entertainment industries.

The US measures under Section 232 generalize the concept of national security. They impose differential tariff rates on trading partners, treating Chinese-related products unequally. This seriously damages the interests of Chinese enterprises and disrupts the global cooperation in the production and supply chain of drones. It further undermines a fair market environment. China firmly opposes this. We urge the US to immediately withdraw the related tariff measures under Section 232.
