On August 5, the Ministry of Commerce released No. 2 and No. 3 ministerial decrees in 2026, imposing countermeasures against six American entities including American Compliance Testing Companies and DNA Science Applications.
Approved by the National Coordination Mechanism for Anti-Foreign Sanctions, the ‘Decision on Countermeasures Against 6 American Entities Including DNA Science Company’ is hereby announced. The decision will come into effect on August 5, 2026.

Recently, the United States imposed sanctions on Chinese enterprises on the grounds of so-called “forced labor”, which seriously violates international law and basic norms of international relations. It also severely infringes upon China’s sovereignty, security, and development interests. The use of six American entities, including Applied DNA Science, to assist and support the US illegal sanctions against Xinjiang is extremely detrimental.
According to Articles 3, 4, 6, 9, 10, and 15 of the Anti-Foreign Sanctions Law of the People’s Republic of China, and Articles 3, 5, 8, and 10 of the Regulations for the Implementation of the Anti-Foreign Sanctions Law of the People’s Republic of China, China has decided to list six American entities, including DNA Science Company, on a countermeasure list. The following countermeasures will be taken: organizations and individuals within China are prohibited from engaging in related transactions, cooperation, and other activities with these entities.

Recently, the Federal Communications Commission of the United States has introduced a series of negative measures concerning China, which seriously violate the legitimate rights and interests of Chinese companies. American compliance testing companies assist and support the Federal Communications Commission in taking these measures, thereby jeopardizing China’s sovereignty, security, and development interests.
In accordance with Articles 3, 4, 6, 9, 10, and 15 of the 'Anti-Foreign Sanctions Law of the People's Republic of China', as well as Articles 3, 5, 8, and 10 of the 'Regulations for the Implementation of the Anti-Foreign Sanctions Law of the People's Republic of China', China has decided to list the American compliance testing company, Compliance Testing LLC, on a list of countermeasures.
