According to a post on the WeChat public account 'Shi Shuo Xin Yu' on August 5th, the National Accreditation Administration Committee has decided to suspend the factory follow-up inspections conducted by US-accredited agencies commissioned by designated agencies for compulsory product certification (CCC certification) in our country, starting from today.
On August 5, a spokesperson for the Ministry of Commerce answered reporters' questions regarding countermeasures taken against a series of negative measures taken by the U.S. Federal Communications Commission and the Department of Homeland Security related to China.
The spokesperson said that the measures taken by the US Federal Communications Commission and the listing of relevant entities on the so-called “Uyghur Forced Labor Prevention Act Entity List” seriously violate the important consensus reached between the two heads of state, and severely damage China’s legitimate rights and interests. Therefore, China can only take necessary countermeasures in response, including: strengthening export controls on drones and their key components and technologies to the United States; suspending factory inspections conducted by Chinese mandatory product certification agencies in collaboration with US certification bodies; listing US compliance testing companies in the countermeasure list; initiating foreign trade national security investigations on imported printing and photocopying office equipment; and listing six American entities in the countermeasure list.
The spokesperson emphasized that China's countermeasures are generally restrained. China values the stable relations between China and the US in the economic and trade fields, which have not come easily. China hopes that the US will take steps towards a similar approach. China demands that the US immediately withdraw the relevant measures, stop their wrongful actions, and return to the correct path of resolving differences through friendly negotiations and cooperation. China will work together with other parties to maintain a constructive strategic stability between China and the US. If the US persists in introducing new restrictive measures against China, China will take further countermeasures.
According to the China Quality Certification Center, in December 2001, the General Administration of Quality Supervision, Inspection and Quarantine issued the "Regulations on Compulsory Product Certification Management". This new system replaced the previous system for safety quality licenses for imported goods and the system for electrical product safety certification.
China Compulsory Product Certification, abbreviated as CCC Certification or 3C Certification, is a legally mandated compulsory safety certification system. It is also a basic practice widely adopted internationally for protecting consumers' rights and interests and maintaining the safety of consumers' lives and property. Products listed in the "Catalogue of Products Subject to Compulsory Product Certification" include household appliances, automobiles, safety glass, wires and cables, toys, and other products. The scope of compulsory product certification undertaken by CQC covers 15 categories and 95 types of products (including 17 types that adopt self-declaration).
