According to Reuters, Russian President's press secretary Peskov stated on July 14 that it is impossible to provide any security guarantees for Ukraine without the involvement of Russia.
Peskov's statement is in response to the remarks of German Chancellor Merz. On the 13th, Merz said that the future security of Ukraine should be determined by Ukraine and its Western partners, not Russia.
Peskov said that Mertes' remarks confirm that the positions of European governments on the Ukraine issue have reached a dead end.
"Without Russian participation, formulating a safe security arrangement is impossible," said Peskov. "If European people truly believed in this stance and stuck to it, then it would completely rule out the possibility of European countries participating in the mediation process."
According to RT, government data shows that since the escalation of the Russo-Ukrainian conflict in February 2022, Germany has been the country among EU members that has provided the most military assistance to Ukraine, amounting to approximately 55.5 billion euros.
On July 4, Russian President Putin reiterated during his meeting with U.S. President Trump that Russia prefers to resolve the Ukraine issue through political and diplomatic means. He also emphasized that it is necessary to take into account Russia's principled positions.
