According to a report by the Ukrainian National News Agency (UNN) on July 7, Ukrainian Foreign Minister Seviga stated that Ukraine no longer needs permits to carry out long-range strikes against military targets in Russia.
He stated that Ukraine will continue to use its own weapons for asymmetric operations. Serby emphasized: “This is the right to self-defense guaranteed by Article 51 of the United Nations Charter.”
The NATO summit is currently taking place in Ankara, Turkey. Serebria made the statement during an off-site event organized by the Munich Security Conference and the SETA Foundation, titled "Role Reversal: Ukraine as a Safeguard of European Security – Reconsidering Dependencies".
Meanwhile, Sebiga also expressed the hope to further strengthen bilateral communication with China's senior officials, and revealed that she has received an invitation to visit China.
Previously, Ukraine needed to obtain explicit authorization from its Western partners before using weapon systems aided by the West to strike deep-rooted targets in Russia. However, now Ukraine is increasingly using domestically produced drones to attack such targets.
On July 6th, Ukrainian drones attacked a refinery in Yekonosk, Russia. The drones flew a straight line distance of about 2500 kilometers, setting a new record for the farthest strike. The attack hit the factory premises, causing a fire to break out.
Fire Point company Chief Designer Denis Shklyremer said that the attack on the Omsk refinery used the latest improved version of the Ukrainian remote-controlled unmanned aerial vehicle, FP-1. The refinery also became the farthest target in Russia's deep interior to be hit by Ukrainian drones.
Fire Point CEO Irina Tselekh said that the strike of the Omsk refinery is of historical significance.
She stated that as of today, among Russia's top ten refineries, the Omsk Refinery has been one of the only two companies that has never been damaged by Ukrainian drones; another undamaged company is located in Irkutsk Oblast.
Omsk Refinery is the largest refinery in Russia, with an annual crude oil processing capacity of over 21 million tons. It specializes in producing a wide variety of fuels, lubricants, and petrochemical products.
